I would like to thank a bunch of people that replied to me within
minutes of me sending this question in-

The proper command (from them, and it worked) is-

 request chassis pic online fpc-slot 1 pic-slot 3


The system will (or at least should) then prompt you to run the
following command-

 show chassis fpc pic-status 1


Which should show the PIC online. And when I then do a "show interfaces
terse" the ge-1/3/0 interface now appears.

Did you try to push PIC 1/3 switch for 10 second? 
Or try to issue "request chassis pic fpc-slot 1 pic-slot 3 online " 
command from M7i command line ?
