I noticed that for flatpak APPs from flathub repository it shows changelogs, for "rpm" APPs it doesn't. I use Fedora 37 KDE. As you can see from the screenshot when there are system updates and I click on "Fedora Updates" it shows only the version number as a change, the same if I click on "more info". If you're running Discover on the same system that you ran GNome Software on, then they should both be showing you the same updates and Discover should show package changelogs too.
