Just go and resize the preferences windows and you will see that the scrollbars shows and disappears at the same moment on most of the views. On second thought it probably sets minimal with to show scrollbars based on the biggest previously opened "page". On closer inspection, I think it does that because it borrows the "proper size" from the themes tab, which has a big box to select three themes - and on second thoughts why does it need such a big box for something no one is probably going to change. Maybe a drop down menu would fit better? Especially considering the consistency project.
