The thumbnail cache is not used and rebuilt every time I start gwenview in a folder with images, and thumbnail generation now takes minutes for larger folders with a few hundred images. I have a folder on a slow HDD with 18k images, Gwenview used to take a second or two to open compared to images on an SSD. But since 21.04 it has become unreasonably slow, taking minutes to become responsive. The same applies for my folder with 250k images. This took, understandably, a bit of time previously to open and become responsive, maybe 5 seconds or so.
