Most applications/apps/OSes have it as a settings option (even the KDE Plasma clock app has it as a setting). This contains all countries' date and time formats and settings etc, Qt does have an internal copy of that data, but does not maintain their own database. This is a bit silly, I've lived in both countries and I wouldn't really say that one really uses 24-hour time more than the other.
