Pity KHelpCenter can't accept an argument for an alternative location, which at least would give access from a terminal. As I see it, that's not a solution, but an explanation of why it won't work. However, I do admit that I gave up before I tried absolutely every possible combination of use of the files mentioned. If the translation team does not translate them, they will be shown in English.
