[Koha] Bug: virtualshelves permisssion broken in staff client

setting virtualshelves = 'don't allow' causes no changes in the staff client.
users can still see the 'lists' option and create/view lists. virtualshelves
= 'don't allow' should make completely remove lists from the staff client

everything seems to work fine with this setting in the opac

I can understand your remark very well. 
What we still need in the staff client, is a permission that controls access to 
the Lists section.

But do note that disabling pref virtualshelves still makes some difference: In 
catalogue search e.g. you will not be able anymore to see/add to  lists.
