Join the struggle to globalise resistance to the neo-liberal offensive! The conference will be held between June 7-10, 2001 and will be organised by the Indonesian Centre for Reform and Social Emancipation (INCREASE ). The conference will be held in the city of Jakarta. From within Indonesia, the conference will be supported by the affiliates of INCREASE, namely, the National Student League for Democracy (Liga Nasional Mahasiswa untuk Demokrasi, LNMD), the National Peasant Union (Serikat Tani Nasional, STN), the Indonesian National Front for Labour Struggle (Front Nasional Perjuangan Buruh Indonesia, FNPBI), the People's Cultural Network (Jaringan Kerja Kebudayaan Rakyat, JAKKER), the People's Youth Movement (Gerakan Pemuda Kerakyatan, GPK), and the People's Legal Aid Foundation (Lembaga Bantuan Hukum Rakyat, LBHR). Aims of the Conference INCREASE sees the conference as having several complimentary aims. First, INCREASE intends the conference to raise awareness within Indonesia about the nature and role of neo-liberal ecnomic policies, as well as the role of the international financial institutions - such as the International Monetary Fund (IMF), the World Bank and the World Trade Organisation (WTO) - in forcing neo-liberal policies upon the peoples of the Third World in general and Indonesia, in particular. In this context INCREASE hopes the conference will provide a forum whereby Indonesian organisations waging campaigns to improve the welfare and empowerment of the people can come to see their campaigns as linked to the generalised fight against neo-liberalism. Second, INCREASE hopes that the discussion among Indonesian organisations, intellectuals and activists at the conference as well as between the Indonesian participants and overseas participants will help advance the process of the progressive movement in Indonesia being able to develop its own alternatives to the IMF prescribed neoliberal strategy being enforced at the moment. Third, INCREASE wished the conference to also function as a vehicle for deepening the cooperation between progressive forces in the Asia Pacific region. Where feasible we also hope that it can help develop cooperation between the Asia Pacific and other major areas, such as Europe, North America and Latin America. At the moment, we have commitments from partner movements in South Korea, the Philippines, Pakistan, East Timor and Australia that they will attend and speak at the conference. We also have confirmations of attendance from activists in the United States and the Netherlands. We expect further confirmations in the next few months. INCREASE hopes that concrete measures to deepen and concretise cooperation will develop out of the conference. Fourth, INCREASE wishes to introduce the international participants to the struggle for reform and social empowerment, for fundamental social change, in Indonesia. In addition to panels and workshops on a range themes relevant to the general analysis and struggle against neoliberalism, there will also be many panels and workshops that will relate these issues to Indonesia. There will be speakers from all sectors of society and from the progressive political parties and currents in Indonesia. We intend that some of the affiliates sectoral organisations of INCREASE will organise 7-10 exposure programmes in their areas of activity immediately after the conference. Conference themes Some of the specific themes of the conference will include: * The nature of the current crisis in liberalism * Why is neo-liberalism the capitalists current preferred solution * The nature of the international financial institutions * Relations between (a) Europe and Asia-Pacific and (b) the US and Asia-Pacific * The impact of neo-liberalism in developed as well as developing countries * The role of the military in defending neo-liberal regimes * Strategies for fundamental social change: democratic revolution; popular power; socialism etc * How to achieve international collaboration in struggle * The role of feminist struggle * The social economic crisis and the environmental impact * Trade union organising and worker mobilising * Peasant union organising; land issues; and peasant campaigning * Political strategies and mass mobilising * Culture and struggle The conference will be an open, public, live-in conference. The agenda will be decided by the INCREASE conference organising committee, in consultation with partner organisations. Party leader visits residents in HCM City Party General Secretary Le Kha Phieu yesterday visited residents in quarter 4 in Binh Thach district and Ho Van Hue tenement in Phu Nhuan district, Ho Chi Minh City. This was part of his trip to the city to attend the seventh Congress of the Ho Chi Minh Citys Party Committee. General Secretary Phieu heard reports on achievements recorded by the people of the quarter 4, an outstanding quarter, for the past five years. The Vietnam Unilever group has announced a two-year educational sponsoring programme worth over VND 3 billion for the district. The programme includes providing US $50,000 as scholarships to study abroad to Cu Chis young talents in the 2000-2002 period and building a modern kindergarten worth VND 2.5 billion in An Nhon Tay, a poor village of the district. Other units such as Kymdan Company, the Association for Poor Patients also sent gifts to Cu Chis excellent pupils.

Monday 18 December 2000 Modernising French Communist confronts Soviet past PARIS: French Communist leader Robert Hue gave a landmark speech denouncing his party's Soviet past on Saturday, just before a futuristic rave party intended to enhance the party's appeal to the young on its 80th anniversary. Confronting the French Communists' embarrassing Stalinist history more directly than ever, Hue admitted that the movement had closed its eyes to oppression while toeing the line of the Soviet Communist model. "We know what monstrous blindness to the terrible realities, perfectly antagonistic to the Communist ideal, this conception has brought," Hue said. Hue said the French Communist Party had in the past strayed from its true values by identifying too closely with the Russian experience. There had been "the very heavy consequence, in the context of a terrifying global confrontation between Communism and capitalism, of throwing the parties identifying with the second into obeying Stalinist dogma". "So this imposed a conception of Communist parties, making them instruments of an international Communist movement at the heart of which was the obligation to recognise the Soviet model," he said. "It must be said, the French Communist Party was the not the least zealous in going along with this conception," he said. Party sources said the speech marked a turning point in efforts to exorcise Stalinist ghosts lingering from the decades when the party slavishly supported the former Soviet Union's foreign policy even as other European Communists turned away. Memories persist of the party's support for the Soviet invasion of Czechoslovakia in the "Prague Spring" of 1968. Hue's predecessor, Georges Marchais, went on television to defend the Red Army's invasion of Afghanistan in 1980. Faced with three decades of declining support, Hue fired a "modernise-or-die" warning at his party in March, convincing militants to adopt a plan to refresh its image and seek support from the young, women and immigrants. Crowning the party's anniversary celebrations, activists organised a disco in its imposing Paris headquarters -- once nicknamed "Le Bunker" -- adopting the theme "Marx Attacks" with a flying saucer motif. Hue's modernisation drive has drawn scorn from hardliners who say the party's place in a coalition with the ruling Socialists and Green party has diluted its ideals. Hue said he was committed to transforming the Communist Party into a force that would put power back in the hands of citizens and look further than capitalism. "It is this desire that give sense to our modern Communist ambition of going beyond capitalism -- and not just adapting it -- to set ourselves free," he said. The government, pressing to break up wards controlled by inmates, raided the prisons to prevent more than 200 hunger strikers from starving themselves. Inmates linked to outlawed leftist groups launched the hunger strike more than two months ago to protest government plans to transfer them from their wards to new prisons equipped with small cells, where they fear they will be more vulnerable to abuse by authorities. The government says the only way it can regain control of its prisons -- often rocked by riots and hostage takings -- is by breaking up the large wards, which it says political groups run like indoctrination centers. "From now on the state's sovereignty ... will be realized ... in prisons," Justice Minister Hikmet Sami Turk said. After intense fighting, soldiers forced inmates out of the wards in 18 of the 20 prisons they stormed, and brought 143 hunger strikers to hospitals. Clashes persisted in Istanbul's Umraniye prison and in a prison in the western city of Canakkale. Transfers to the new prisons began after soldiers secured the wards. Across Turkey, hundreds of people were detained for demonstrating against the prison raids. Scores of people were injured in the protests in Istanbul. Turk said the inmates in Istanbul's Bayrampasa prison were armed with AK-47 assault rifles, a claim disputed by Ozgur Tayad, a prisoners' support group. In two prisons, authorities broke holes through the walls of the wards and in at least one case soldiers were dropped onto a prison roof by helicopters. Turk said 15 inmates died Tuesday, most after setting themselves on fire. Ozgur Tayad said at least eight had been killed by soldiers. One soldier was killed in clashes in Umraniye and another in a prison in Canakkale, Turk said. The government gave no details on how the soldiers died. Ozgur Tayad said the soldiers were killed in cross fire. Turkey's independent Human Rights Association disputed Turk's figures, saying that up to 17 inmates had been killed or committed suicide by setting themselves ablaze, with 12 apparently committing suicide in Bayrampasa alone. Ozgur Tayad said 20 were killed. There was no immediate explanation for the discrepancies. The government and radical, armed political groups have long been fighting over control of the wards. Last year, 10 leftist inmates were killed when soldiers stormed an Ankara prison to put an end to a riot. Also in 1999, Islamic militants injured 54 soldiers and took more than 100 prison guards hostage to protest plans to move them from their ward. To political prisoners, remaining in the wards is not only a question of tecting themselves from abuse, some analysts say. Human rights groups say that torture is common in Turkish prisons and that leftists and Kurds are often singled out for abuse. Most senior members of leftist organizations such as the Revolutionary People's Liberation Party-Front -- the group that most of the hunger strikers are linked to -- also are in jail and the wards are one of their main sources of power. Prisoners follow party discipline in the wards, and there are even cases of ward leaders killing followers who are not obedient, according to Human Rights Watch. The People's Liberation Party has more than 1,000 followers in prison, a number that some experts say exceeds their membership outside of prison. Dogu Ergil, political sociology professor at Ankara University and an expert on leftist groups, said the inmates' refusal to surrender could also be seen as an attempt by the group to prove that they are still strong. The battle with the soldiers "is a message to the group that they are very much alive and can continue," said Ergil. "But this is also a sign of desperation because they can do nothing else but annihilate themselves." Bush was a vote for rapid deployment of a stronger national missile defense may be disappointed. Missile defense could be the first casualty of the 2000 election fracas. In the effort to reach out to Democrats, Bush's advisers are scouting around for nice little bipartisan policies to push through Congress this year. Missile defense doesn't fit the bill. As with his big tax cut proposal, Bush made missile defense one of the centerpieces of his campaign. He said he favored a more ambitious system than the one proposed by President Clinton, and he promised to deploy his more robust system "at the earliest possible date." But that was then and this is now. Senior Bush advisers are now talking about conducting a thorough "review" of the whole issue. Fair enough, except that the review may prove interminable. Stephen Hadley, slated for one of the top posts in the new administration, has suggested it may take as long as a year. The truth is, there was always reason to wonder whether Bush's tough campaign talk would translate into tough policies. Even if Bush had won the election handily, building domestic support for his more robust missile defense system would have been difficult. For the past few years, Democrats in the House and Senate reluctantly supported President Clinton's missile defense apostasy out of political necessity--to shield Clinton and Gore from Republican attack. But come Jan. 21, 2001, most will flip back to their accustomed roles as crusaders against Republican "Star Wars." Then there is another small problem: the rest of the world. Thanks to the way Clinton mishandled the process of consulting with Europe, even close allies view American plans as harebrained and dangerous. This past year Russia's Vladimir Putin played on those European fears and successfully rebuffed overeager Clinton diplomatists trying to modify the Anti-Ballistic Missile Treaty to allow Clinton's limited program. Putin will try to play the same game with Bush. The Chinese, meanwhile, may decide to make missile defense the chief obstacle to improved Sino-American relations. They are petrified that a successfully deployed system would undermine their ability to threaten or attack Taiwan. The Chinese have a history of testing U.S. presidents early to see what they're made of. In 1994 they put the heat on Clinton and discovered that his tough 1992 campaign rhetoric about the "butchers of Beijing" was empty. They will put Bush to a similar test, and on what better issue than missile defense, where the rest of the world is already lined up against Washington? So even in the best of circumstances, Bush would have had to spend a lot of political capital at home and abroad. If he stuck by his guns, there was a chance that the allies would eventually come to accept the inevitable. And once the Europeans accepted it, the Russians would be more amenable to cutting a deal on the ABM treaty. The waning opposition in Europe and Moscow would in turn undermine some of the opposition at home. But for this strategy to work, Bush had to be the man of steel. Bush's supporters like to compare him to Ronald Reagan. It was going to take a Reaganesque commitment--and Reagan's devotion to missile defense was almost literally religious--to get a robust system over all the hurdles. This was true even before this past month's electoral fiasco, even before the Democrats picked up seats in the House and pulled even in the Senate. Now the missile defense mountain will be an even steeper climb. Will Bush want to take it on? It is understandable that Bush officials want to wait. The allies do need to be consulted. The Russians ought to get a glimpse at what Bush has to offer. The restive Congress will need massaging. And the new team will need some time to figure out what technologies are actually available, since Clinton long ago killed a number of the most promising missile defense programs. But unfortunately this is one of those times when sweet reason, careful diplomacy, and lengthy deliberation are likely to produce failure. Contrary to what many Bush officials may think, it will be harder, not easier, to gain support for missile defense if Bush waits until 2002. Bush politicos think missile defense is unappetizing this year. But guess what? They won't find it any tastier next year. Though, of late, Sino-Indian relations have considerably improved, there is a strong pro-US lobby in India which raises the bogey of China's expansionist designs, makes a hue and cry over the Tibet question, presents China as India's main trade rival etc. We did welcome India's refusal to sign NPT and CTBT because, as a sovereign country, India should have the freedom to decide its course and not succumb to US dictates. But the threat of a nuclear race hotting up in South Asia is looming large before us. Despite the Gujral docrine promising good neighbourly relations and despite making a beginning in talks with Pakistan, nothing concrete is expected to emerge. Outstanding problems between India and Pakistan, including the Kashmir dispute, can only be solved within a broader framework of cooperation that includes developing SAARC as a powerful regional economic bloc and concluding a bilateral NPT with Pakistan. India should also explore the potential of strategic cooperation with China in order to accelerate the process of multi-polarity. But it is highly unlikely that India's present ruling dispensation, attached as it is with numerous overt and covert ties with West, will tread this path. The impact of globalisation is already being felt in Europe where the unemployment rate has gone up to 11% (in absolute tems 20 million persons are without jobs), a figure comparable to that of the pre-Seond World War Great Depression. France, where the unemployment rate has reached 12%, is the worst hit. This coupled with a drastic reduction in social welfare has given rise to waves of protests and strikes. ... The crisis of neo-liberalism is also evident in country after country in Africa, Latin America and Asia. This has given rise to a lot of dissension among the high priests of neo-liberal orthodoxy and Japan has reprotedly begun to quesion the wisdom of the neo-liberal package of macroeconomic stabilisation and structural adjustment. ... Unemployment in the USA remained at the rate of 6% but the proportion of low-wage service sector jobs has increased. Jobs are being created but many are temporary jobs without any security and without a future. Japan which till recently was paraded as a model of economic progress -- and Indian capitalists missed no opportunity to preach to their workers about the cooperative attitude of the Japanese workers that is supposed to have worked wonders in Japan -- has lost much of its shine. "The choice of Colin Powell, an arrogant military man who understands nothing of how to manage political affairs, ... proves the new US administration has nothing new to offer, except for continued aggression against the will of independent peoples," charged Al-Jumhuriya. It accused Powell of being a "war criminal," apparently for his leading role in the 1991 Gulf conflict which evicted Iraqi occupation forces from Kuwait. "All the indications are that American diplomacy is in a state of decline in the face of the forces defying the agressiveness of the United States," said the Iraqi daily. On Saturday, US President-elect George W. Bush nominated Powell, a Gulf War hero for the United States and former chairman of the joint chiefs of staff, as his secretary of state. Powell promptly delivered a blunt warning to Iraq's leadership. "Saddam Hussein is sitting on a failed regime that is not going to be around in a few years' time ... We are in the strong position, he is in the weak position," said Powell.
