[Bug 1880428] [NEW] Baloo Deadlocks System on Startup

Similar to https://bugs.launchpad.net/bugs/1837964 when starting the
comptuer baloo uses high CPU usage (according to top) and then within 3
minutes deadlocks the system. The only way out of it taht I've seen is
to use the ASPCI shutdown (reboot button held)

Unlike the linked post, this is on  20.04LTS and doesn't destroy the
desktop. Using balooctl disable removes the problem, but disables the
search and forces a re-build, which is somewhat inconvenient.

I'm running Kubuntu 19.04 (No backports or anything), just vanilla.

Kde wallet started asking me for passwords recently for seemingly no
reason, and doesn't really function anymore (Everything asks me for
passwords now).

When I try and open it, it crashes saying "kwalletd5 has closed
unexpectedly" Purging kdewallet* and reinstalling didn't fix the issue
(Autoclean and autoremove were run), no luck there.

[Bug 1745749] [NEW] Home Folder Decryption Error on Return from Suspend

I have my home folder encrypted by using the standard prompt upon
installing the OS.

I experience an error occasionally in which returning from suspend
causes an error.  get it on a black screen upon returning from suspend
and it says something about an error and encryption. I couldn't get the
screenshot because it happened so fast. I might get one later using my
phone.

The effects it caused are:

-Loss of VPN Password
-Loss of Second Moniter Desktop Settings (Wallpaper, Icon Settings)
-Loss of KDE Wallet Settings
-KDE Wallet Displays a Bug in which it persistently asks for the password.
-VPN Password Manager Can't Remember Any Passwords Now
