Greetings Community,

The Pan-Afrikan Student Collective (P.A.S.C) 
seeks the assistance and support of the city of 
Los Angeles to join the movement to Free the San Francisco 8.

On January 23, 2007 former members and affiliates 
of the Black Panther Party were rounded up and 
rearrested under accusations of involvement in a 
1971 police shooting for which they had previously been exonerated.

The evening will begin with a viewing of the 
documentary "Legacy of Torture,” chronicling the 
initial 1973 arrest of the SF8 and the methods 
used to extract confessions. A strategy session 
will follow with efforts to create the building 
of a mass movement. Fellow organizers include: 
Phyllis Boudreaux, wife of one of the imprisoned 
brothers and Deacon Alexander, former Black 
Panther Party member. Refreshments will be 
served. The event is free and open to the public.

Bush Anoints Himself as the Ensurer of Constitutional Government in
Emergency

  In a new National Security Presidential Directive, Bush lays out his plans
for dealing with a "catastrophic emergency."

With scarcely a mention in the mainstream media, President Bush has
ordered up a plan for responding to a catastrophic attack.

Under that plan, he entrusts himself with leading the entire federal
government, not just the Executive Branch. And he gives himself the
responsibility "for ensuring constitutional government."

He laid this all out in a document entitled "National Security
Presidential Directive/NSPD 51" and "Homeland Security Presidential
Directive/HSPD-20."

The White House released it on May 9.

Other than a discussion on Daily Kos led off by a posting by Leo Fender,
and a pro-forma notice in a couple of mainstream newspapers, this document
has gone unremarked upon.

The subject of the document is entitled "National Continuity Policy."

It defines a "catastrophic emergency" as "any incident, regardless of
location, that results in extraordinary levels of mass casualties, damage,
or disruption severely affecting the U.S. population, infrastructure,
environment, economy, or government function."

This could mean another 9/11, or another Katrina, or a major earthquake
in California, I imagine, since it says it would include "localized acts of
nature, accidents, and technological or attack-related emergencies."

The document emphasizes the need to ensure "the continued function of
our form of government under the Constitution, including the functioning of
the three separate branches of government," it states.

But it says flat out: "The President shall lead the activities of the
Federal Government for ensuring constitutional government."

The document waves at the need to work closely with the other two
branches, saying there will be "a cooperative effort among the executive,
legislative, and judicial branches of the Federal Government." But this
effort will be "coordinated by the President, as a matter of comity with
respect to the legislative and judicial branches and with proper respect for
the constitutional separation of powers."

Among the efforts coordinated by the President would ensuring the
capability of the three branches of government to "provide for orderly
succession" and "appropriate transition of leadership."

The document designates a National Continuity Coordinator, who would be
the Assistant to the President for Homeland Security and Counterterrorism.

Currently holding that post is Frances Fragos Townsend.

She is required to develop a National Continuity Implementation Plan and
submit it within 90 days.

As part of that plan, she is not only to devise procedures for the
Executive Branch but also give guidance to "state, local, territorial, and
tribal governments, and private sector owners and operators of critical
infrastructure."

The secretary of Homeland Security is also directed to develop planning
guidance for "private sector critical infrastructure owners and operators,"
as well as state, local, territorial, and tribal governments.

The document gives the Vice President a role in implementing the
provisions of the contingency plans.

"This directive shall be implanted in a manner that is consistent with,
and facilitates effective implementation of, provisions of the Constitution
concerning succession to the Presidency or the exercise of its powers, and
the Presidential Succession Act of 1947 (3 USC 19), with the consultation of
the Vice President and, as appropriate, others involved."

The document also contains "classified Continuity Annexes."

Demands of the LAPD

In light of recent events at McArthur Park in Los Angeles on May 1, 2007
when the Los Angeles Police Department responded in a horrendous display
of excessive force against our communities, AND the historical oppressive
force used by the LAPD and other law enforcement agencies on communities
of color, Peoples Network in Defense of Human Rights demands the
following:

*We want full accountability of the LAPD and their actions against our
communities. All police officers responsible for oppressive, abusive and
excessive force on May 1, 2007 need to be held accountable.

*To this extent, we are demanding that a list of all officers present at
the May 1, 2007 march be distributed to the public.

*We demand that all LAPD officers have clear identification on their
person at all times, as mandated by California Penal Code 830.10 which
states that all peace officers must be visually identifiable to others. In
this respect, we give you one month to stencil all riot gear uniforms with
clearly visible identification numbers.

*We demand an elected civilian police review board composed of a diverse
group of community members elected by the community and not appointed by
LAPD or elected officials. This board must have the power to subpoena and
indict the police. The community will maintain control of this board at
all times and have access to an independent prosecutor.

*We will not tolerate the LAPD or any other law enforcement body taking on
the task of ICE in our communities using their presence as an intimidation
tactic to oppress us.

*In addition, we are demanding a public apology from LAPD Chief of Police
Bratton, and the commanding officers responsible for giving the orders to
attack our communities.

*We demand immediate removal of all police officers presence at community
and political demonstrations or actions in exercise of their
constitutional rights to free assembly. As an alternative, traffic and
parking enforcement personnel should be used to facilitate traffic.

*We demand that Police Chief William Bratton is fired, removed, or that he
resigns from his position and that he is prosecuted for his crimes against
the people.

On behalf of the entire Los Angeles community, who felt and witnessed the
police repression that took place on May 1, 2007, the Peoples Network in
Defense of Human Rights demands a response from the LAPD to the above
within 30 days, or June 7, 2007.

the  face behind the operation in an engaging one-person show based on the real 
life  character of a U.S counterintelligence officer. Colombian psychologist 
and actor  Hector Aristizábal grapples with the persona of
 a U.S.  counterintelligence officer. Aristizabal takes us on a journey through 
the mind  of an interrogator who believes that his work is informed by cultural 
 sensitivity and knowledge. In this theatrical encounter we get to sip tea with 
 the interrogator and participate in the stories he tells. We become 
terrorists,  and potential interrogators. This highly provocative play is 
inspired by real  extensive correspondence between the interrogator himself and 
social scientist,  Jean Maria Arrigo. The officer this  play is based on, was 
trained as both an anthropologist and a police explosives  expert, and served 
as a liaison to counter terrorist police teams in the  Middle East.  The 
officer reflects on  scenes of violent Middle Eastern interrogation of supposed 
terrorists and on his  own experiences with less violent methods.   He sizes up 
the terrorist  threat, the prospects of detainees, the needs of his 
subordinates, the failings  of his superiors, and the foibles of
 meddling human rights  activists.  A survivor  of state-sponsored torture 
himself (Colombia, 1982), Hector becomes his  nemesis, the torturer, in frank 
investigation of Carl Jung's dictum, "The  healthy man does not torture 
others—generally it is the tortured who turn into  torturers."  The script was  
created by Hector Aristizabal and Vivien Sansour from Correspondence between a

The Shiite Hizbullah has so far backed Lebanon's army in its confrontation
with a Fatah Islam, a Sunni militant group inside a refugee camp - despite
the fact that Hizbullah has been pushing to topple Lebanon's government.

"We feel that there is someone out there who wants to drag the army to this
confrontation and bloody struggle ... To serve well-known projects and aims.
We are hearing calls for more escalation and fighting, which will ultimately
lead to more chaos and confrontation in Lebanon," the Hizbullah statement
said. It called for a political solution to the crisis. (AP)

In an interview on CNN International's Your World Today, veteran journalist
Seymour Hersh explains that the current violence in Lebanon is the result of
an attempt by the Lebanese government to crack down on a militant Sunni
group, Fatah al-Islam, that it formerly supported.

Last March, Hersh reported that American policy in the Middle East had
shifted to opposing Iran, Syria, and their Shia allies at any cost, even if
it meant backing hardline Sunni jihadists.

A key element of this policy shift was an agreement among Vice President
Dick Cheney, Deputy National Security Advisor Elliot Abrams, and Prince
Bandar bin Sultan, the Saudi national security adviser, whereby the Saudis
would covertly fund the Sunni Fatah al-Islam in Lebanon as a counterweight
to the Shia Hezbollah.

Hersh points out that the current situation is much like that during the
conflict in Afghanistan in the 1980's - which gave rise to al Qaeda - with
the same people involved in both the US and Saudi Arabia and the "same
pattern" of the US using jihadists that the Saudis assure us they can
control.

When asked why the administration would be acting in a way that appears to
run counter to US interests, Hersh says that, since the Israelis lost to
them last summer, "the fear of Hezbollah in Washington, particularly in the
White House, is acute."

As a result, Hersh implies, the Bush administration is no longer acting
rationally in its policy. "We're in the business of supporting the Sunnis
anywhere we can against the Shia. ... "We're in the business of creating ...
sectarian violence." And he describes the scheme of funding Fatah al-Islam
as "a covert program we joined in with the Saudis as part of a bigger,
broader program of doing everything we could to stop the spread of the Shia
world, and it just simply -- it bit us in the rear."

HALA GORANI: Well, investigative journalist Seymour Hersh reported back in
March that in order to defeate Hezbollah, the Lebanese government supported
a Sunni militant group, the same ones they're fighting today. Seymour joins
us live from Washington. Thanks for being with us. What is the source of the
financing according to your reporting on these groups, such as Fatah
al-Islam in these camps of Nahr el Bared, for instance? Where are they
getting the money and where are they getting the arms?

SEYMOUR HERSH: The key player is the Saudis. What I was writing about was
sort of a private agreement that was made between the White House, we're
talking about Richard -- Dick -- Cheney and Elliott Abrams, one of the key
aides in the White House, with Bandar. And the idea was to get support,
covert support from the Saudis, to support various hard-line jihadists,
Sunni groups, particularly in Lebanon, who would be seen in case of an
actual confrontation with Hezbollah -- the Shia group in the southern
Lebanon -- would be seen as an asset, as simple as that.

GORANI: The Senora government, in order to counter the influence of
Hezbollah in Lebanon would be covertly according to your reporting funding
groups like Fatah al-Islam that they're having issues with right now?

HERSH: Unintended consequences once again, yes.

GORANI: And so if Saudi Arabia and the Senora government are doing this,
whether it's unintended or not, therefore it has the United States must have
something to say about it or not?

HERSH: Well, the United States was deeply involved. This was a covert
operation that Bandar ran with us. Don't forget, if you remember, you know,
we got into the war in Afghanistan with supporting Osama bin Laden, the
mujahadin back in the late 1980s with Bandar and with people like Elliott
Abrams around, the idea being that the Saudis promised us they could

in Iraq.

We urge you to call your senators and representative NOW. Call 202-224-3121

· Tell them to VOTE NO on the war funding bill.

· Voting for it DOES NOT support the troops; it supports a
disastrous war and occupation.

We're frustrated. You're frustrated. We all have called, written, marched,
rallied, sat-in, and vigiled. Last November the voters of this country made
their views very clear, yet the war goes on. And now, rather than holding
the Bush administration accountable for their failed policy in Iraq,
Congress may simply blame the country we invaded and continue to occupy.
That's right -- the new funding bill that Congress will vote on tomorrow
requires the Iraqi government to pass laws the U.S. wants them to pass in
order to prove that they are a democracy or our government will withhold
funding for much-needed reconstruction.

For months the Congressional leadership promised action to change the course
in Iraq, promised they will hold Bush accountable, promised they would not
give Bush a blank check. But now, instead of standing up for what's right,
the Democratic leadership has caved in to Bush. They are giving him a check
for $100 billion to continue and further EXPAND the war. That surge they all
claimed they don't like? The money for it is in this bill!

LET THEM HEAR YOUR OUTRAGE!

And, most importantly, don't give up!
While the pace of change in the Congress has been glacial, we need to see
what's been positive and build from that. There has been more debate,
discussion and voting on Iraq in Congress over the last 5 months than in the
last 5 years. There have been some significant votes that show momentum is
going our way. Obviously not as quickly or substantively as we want and
need, but we -- the antiwar movement active in every state of the nation --
are slowly but surely forcing a change.

The funding in this current bill will run out in September, and Bush has
already asked for another $145 billion to keep the war going. We will need
to use our time and energy over the next three months to increase our power,
show our outrage and put greater pressure on Congress to stand up to Bush.

WHAT CAN WE DO?

1) Make those calls to Congress today (202-224-3121). Yes, they do make a
difference!!

2) Use this Memorial Day as an opportunity to ask your members of
Congress -- how many more U.S. soldiers will we be honoring next year for
making the ultimate sacrifice in Iraq? Isn't it time for those we elected to
truly represent us and use their power to end this war? Use any means you
can to ask these questions! Letters to the editor, signs hanging from
highway overpasses, banners and signs at parades, speeches, your front lawn.
Your members of Congress will be in their home districts next week, so be
sure to visit and call their local offices. Don't let them return to
Washington without hearing your voice and feeling your frustration! Get the
message out!

3) Download, copy and circulate the People's Emergency Funding Bill, and use
it as a tool to help you talk to people.

4) Check our calendar for activities over the Memorial Day weekend and the
coming weeks, and please be sure to post any events you are organizing or
know about on there too! If you're in the Northeast, join the protest
against Dick Cheney's graduation speech at West Point on Saturday, 5/26.

5) After you've visited your members of Congress in their local offices, if
you can, follow them back to Washington! Peace activists are surging on the
Capitol with Marine mom Tina Richards to keep the pressure on Congress
throughout June and July. UFPJ member group CODEPINK is hosting an activist
house and trainings over the summer. And there's still time for students to
apply to attend the one-week Iraq Action Camp, June 10-14, sponsored by
Campus Progress Action and Move On Civic Action.

Yesterday I did something risky: I ate a salad.

These are anxious days at the lunch table. For all you know, there may be E.
coli on your spinach, salmonella in your peanut butter and melamine in your
pet's food and, because it was in the feed, in your chicken sandwich.
Who's responsible for the new fear of eating? Some blame globalization; some
blame food-producing corporations; some blame the Bush administration. But I
blame Milton Friedman.

Now, those who blame globalization do have a point. U.S. officials can't
inspect overseas food-processing plants without the permission of foreign
governments - and since the Food and Drug Administration has limited funds
and manpower, it can inspect only a small

Edwards calls war on Terror an idealogical doctrine

NEW YORK - Democrat John Edwards today repudiated the notion that
there is a "global war on terror," calling it an ideological doctrine
advanced by the Bush administration that has strained American
military resources and emboldened terrorists.

In a defense policy speech he planned to deliver at the Council on
Foreign Relations, Edwards called the war on terror a "bumper sticker"
slogan Bush had used to justify everything from abuses at the Abu
Ghraib prison to the invasion of Iraq.

"We need a post-Bush, post-9/11, post-Iraq military that is mission
focused on protecting Americans from 21st century threats, not misused
for discredited ideological purposes," Edwards said in remarks
prepared for delivery. "By framing this as a war, we have walked right
into the trap the terrorists have set _ that we are engaged in some
kind of clash of civilizations and a war on Islam."

In the first presidential debate last month in South Carolina, Edwards
was one of four Democrats _ including Delaware Sen. Joe Biden, Ohio
Rep. Dennis Kucinich and former Alaska Sen. Mike Gravel _ who said
they did not believe there was a global war on terror. Front-runners
Hillary Rodham Clinton and Barack Obama indicated that they did.

Edwards, a former North Carolina senator, voted in 2002 to authorize
the invasion of Iraq but has since become a harsh critic of the
conflict. In his speech, he reiterated his call to remove American
combat troops from Iraq within a year and vowed to "restore the
contract we have with those who proudly wear the uniform to defend our
country and make the world a safe and better place."

Edwards outlined several steps he said he would pursue as president to
strengthen the military, including using force only to pursue
essential national security missions, improve civilian-military
relations, and root out mismanagement at the Pentagon.

He said he would created a "national security budget" to include the
activities of several agencies, including the Pentagon, Energy
Department, and Homeland Security. He also said he would boost the
budget for military recruiting.

But Edwards saved his toughest words for the Bush administration, whom
he accused of engaging in wrongheaded military adventures while
abandoning U.S. "moral leadership" in the world. Because of the
administration's poor stewardship, Edwards said troops were exhausted,
overworked, and potentially ill-prepared for future threats.

"Leading the military out of the wreckage left by the poor civilian
leadership of this administration will be the single most important
duty of the next commander in chief," Edwards said.

Anticipating the speech, the Republican National Committee sent out a
research document titled "Edwards' Troop Profiteering," noting that
his campaign routinely solicits donations to help Edwards pursue his
anti-war efforts.

"One can't help but wonder how John Edwards is comfortable beefing up
his campaign coffers at the expense of our troops," RNC spokeswoman
Summer Johnson said. "Edward's profiteering isn't only in poor taste
but it also illustrates his hunger for the White House trumps his
sensitivity toward those serving America."

The Frente Contra las Redadas (Front Against the Raids), a coalition of over 40 
Latino, Asian, White, African-American and Arab community and student 
organizations, extending from Oxnard to San Diego, will denounce the 
continuation of I.C.E. raids against the undocumented migrant community and 
federal immigration reform legislation by the Senate.  
 
We will also announce a new ICE RAIDS HOTLINE (562-236-3939) that will allow 
Southern California residents to report an ICE RAID so that the Frente Contra 
las Redadas can alert thousands and potentially millions of people within 
minutes via text messages, email, phone calls, mass media…etc.
 
The main objectives will be: 
1) To publicly DENOUNCE the I.C.E. RAIDS across the U.S. and immigration reform 
legislation in the Senate, as well as the use of police check points to target 
undocumented migrants in Los Angeles.
 
2)  To publicly announce a new HOTLINE phone number that the public can call to 
report a raid. The number is 562-236-3939. This service will begin on May 24, 
2007.  As part of a city-wide campaign to inform and keep the community on 
alert, distribution of the number will begin with the local community at 
Macarthur Park, and continue to other areas in urban Los Angeles.
 
3) To receive text message alerts of ICE RAIDS and ABUSES BY THE POLICE 
DEPARTMENT the public can register at www.txtmob.com and the name of our group 
is “FCR_LA”. Our coalition will send out text message alerts. This service is 
FREE to the public and is available to anyone who can receive text messages on 
their cell phone.

públicamente anunciar un nuevo REDADAS del ICE HOTLINE

El Frente Contra las Redadas, una coalición de más de 40 organizaciones 
comunitarias y organizaciones estudiantiles de origen Asiático, Anglo, y 
Afro-Americano, desde  Oxnard hasta San Diego, denunciarán  la continuación de 
redadas del Departamento de Inmigración (I.C.E.) en las comunidades de 
inmigrantes indocumentados, como también la legislación federal de la Reforma 
Migratoria del Senado.
Anunciaremos un nuevo HOTLINE sobre REDADAS del ICE (562-236-3939) por el cual 
los residentes del Sur de California reportarán redadas del ICE para que así el 
Frente Contra Las Redadas pueda notificar a miles y tal vez millones de 
personas dentro de minutos por medio de mensajes en celulares, correo 
electrónico, llamadas telefónicas, y los medios comunicativos, etc.
Los  objetivos  principales son:
1)  Denunciar públicamente las redadas del departamento de Inmigración 
(I.C.E.) en todo el país, y la Reforma Migratoria legislativa del Senado, como 
también el uso de los puntos de revisión de la policía que tienen como objetivo 
a los Inmigrantes Indocumentados de Los Ángeles.
2)  Anunciar públicamente el número de teléfono de una nueva línea de 
emergencia donde el público pueda llamar para reportar redadas.  El número de 
teléfono es,  562-236-3939.  Este número estará en servicio a partir del 24 de 
mayo, 2007.  Como parte de la campaña para informar y mantener a la comunidad 
en alerta, la difusión de este número de teléfono comenzará en la comunidad 
local de MacArthur Park y continuará a otras áreas de Los Ángeles.
3)  Para recibir mensajes de texto de redadas del departamento de 
Inmigración (I.C.E.) y de abusos por parte del Departamento de Policía, vía 
teléfono celular, inscríbase en la página de internet www.txtmob.com .  El 
nombre de nuestro grupo es FCR_LA .  Nuestra coalición se encargará de 
comunicar alertas por medio de mensajes de texto.  Este servicio es gratuito al
