This year will feature the most ideologically polarized election since the 
Reagan-Carter face-off of 1980. A radical-right Republican Party, backed by 
big-money interests, has made itself the tribune of privilege and will do 
significant damage if it takes control in Washington. Staving off that outcome 
depends on mobilizing the Democratic base. Yet President Obama’s agenda is far 
removed from what is needed to meet the challenges this country faces. Because 
of this, we believe progressives must expand the limits of the current debate, 
even as they rally against the threat posed by a Republican victory.
 
No one should discount the potential destructiveness of a victory for Mitt 
Romney. The widespread media assumption that he’s really a “Massachusetts 
moderate” who adopted extreme positions to placate the Republican electorate 
before resetting his Etch A Sketch would be irrelevant even if it were true. A 
Romney victory could be accompanied by GOP control of all branches of 
government, with the party’s right-wing majority in the House driving the 
agenda. As Grover Norquist argues, “We are not auditioning for fearless 
leader…. We just need a president to sign this stuff.”

The “stuff” they would pass—already endorsed by Romney—includes repeal of the 
modest reforms enacted to police corporations after the Enron scandal and banks 
after the financial collapse; repeal of healthcare reform, stripping some 30 
million people of coverage; budget cuts that would gut almost all domestic 
functions of the government, from education to child nutrition to safeguarding 
clean air and water; and an end to Medicare and Medicaid as we know them. These 
draconian measures would be used to pay for increases in military spending and 
tax cuts for corporations and the wealthy. Under the Romney plan, those making 
over $1 million a year would receive an average tax break of $250,000. A Romney 
victory would buoy a Republican right eager to roll back social progress, 
constrict voting rights and exacerbate racial divides in an era of middle-class 
decline. The offensive against labor and workers’ rights would escalate. And 
Romney’s bellicose foreign policy would make George W. Bush look dovish. If 
Romney wins, we will spend four years fighting to limit the damage he will 
inflict on the nation.

Obama has indicted the right’s extremes, arguing eloquently for public 
initiatives to save the middle class and revive the American dream. He’s made 
inequality a central theme of his campaign, and he will defend tax hikes on the 
wealthy and investments in areas vital to our future, from education to new 
energy. In attacking the vulture capitalism of Romney’s Bain Capital, defending 
the auto industry rescue and promoting investment in new energy, he makes an 
implicit case for industrial policy. Obama’s defense of human rights—for women, 
gays and minorities—stands in stark contrast to his opponent’s views. His 
re-election would help consolidate the emerging reform-coalition majority based 
on minorities, the young, single women, professionals and union households. 
Obama is winding down two wars, but his embrace of a modified “war on 
terror”—drones, renditions, expanded surveillance and other trappings of the 
imperial presidency—poses deep perils for the country. Even so, at least if 
Obama wins—and particularly if the Democrats manage to take back the House—our 
chances of reversing these policies, and winning the broader battle for reform, 
are vastly greater.

The System Isn’t Broken; It’s Fixed 

Yet on the central issue of the campaign—the economy—the limits of the Obama 
agenda are apparent. In his “economic Sermon on the Mount,” delivered three 
months after he took office, Obama argued that we could not return to an 
economy built on debt and bubbles; we had to build “a new foundation” that 
would work for working peop

On Sunday, September 2nd, 2012 at 10 a.m., the Los Angeles Anarchist Black
Cross will host a 5K Run/Walk/Jog/Bike around MacArthur Park. This Run is
designed to raise much-needed funds for the Anarchist Black Cross
Federation's Warchest program and for Revolutionary Autonomous Communities
(RAC).  We are attempting to reach the goal of $5,000 with the run. Funds
will be divided between the two programs:



*ABCF Warchest: *

The ABCF Warchest program was created in November of 1994. Its purpose is
to send monthly financial support to Political Prisoners and Prisoners of
War (PP/POWs).  The Warchest funds are divided and distributed through
monthly stipends to political prisoners who receive little or no financial
aid. Prisoners use this money to cover the basic necessities of everyday
living. These funds have been used by prisoners to pay for stamps, shoes,
clothes, as well as assisting their families with what little they can.



*Revolutionary Autonomous Communities (RAC):*

In the aftermath of the May Day 2007 police riot targeting migrant workers
who dared stand up for our human rights, members of the MacArthur Park area
and others joined together to support those with no papers and those with
no means. RAC-LA came forward to aid the community in self-organizing such
that with the help of each other we might make an inhuman way of living a
bit more bearable while at same time acquiring the means to one day
transform this system into an image of our own humanity.



*Solidarity Runs:*

Every year, prisoners and supporters of political prisoners organize
solidarity runs with Running Down the Walls. In Sync with each other, we
will collectively pound the pavement with our feet and bike tires as we
exhibit our strength and stamina as examples of our tireless effort to free
our imprisoned comrades.  In past years we had runs in: Albuquerque (NM),
Arcata (CA), Ashland, (OR), Bellefonte (PA), Boston (MA), Connecticut

*San Salvador* – She is a 43-year-old woman and she has worked in a
maquiladora making clothing in San Marcos, San Salvador, for eight years.
During that time her routine has been to get up at 4:00 in the morning. She
is Marta (a fictitious name), she lives in Apopa and it takes her an hour
to get to the factory.

Marta is the single mother of three girls, 19, 13 and ten years of age,
which makes her situation more difficult. For the past eight years she has
had to get up early to make breakfast and lunch for herself and her
daughters. Her salary is 187.40 dollars a month, minus the deductions
required by law.

Inside the factory, she makes sure to concentrate closely to get her work
out. During working hours she wears a blue smock that she made herself in
order not to ruin her clothes with the dust from the garments that pass
through her hands.

She says that in the absence of opportunities for decent jobs, she settles
for working in this factory, a place where treatment depends on the mood of
the supervisor, according to Marta.

Marta said the restrictions they are subjected to seem like those of an
authoritarian regime in which even how many times they can go to the
bathroom is controlled. “Going once is normal, twice is a desire to annoy
and to waste time.”

Drinking water is a luxury that not all the workers in the maquiladora can
afford. “The more water we drink, the more we need to go to the bathroom,
the bosses say, so in some places they don’t supply water.”

She charged that they suffer mistreatment by the plant bosses; shouts,
words like “fool, loafer, useless” are in their vocabularies, especially
against those who are involved in the union.

*Some relevant data*

There are 81,000 people working in maquiladoras in El Salvador; according
to ORMUSA (Organización de Mujeres Salvadoreñas – Organization of
Salvadoran Women), there are 17 free-trade zones, located in six of the 14
departments of the country. In these zones are more than 200 businesses
involved in a range of activities, among them textiles, assembly,
electronics and others.

According to data from the Fundación Salvadoreña para el Desarrollo
Económico y Social (FUSADES – Salvadoran Foundation for Economic and Social
Development), published in the report “Análisis de la Política de Inversión
El Salvador 2010” (“Analysis of Investment Policy in El Salvador 2010”), 70
percent of the businesses that operate in free-trade zones for export are
clothing manufacturers.

FUSADES declares that the maquiladoras provide close to 74,000 jobs
directly and more than 140,000 indirectly.

According to the Banco Central de Reserva, it is estimated that as of 2010,
at a national level 83.96 percent of those working in this sector are
women; 80.69 percent work as operators, 0.54 percent are plant technicians,
1.31 are office personnel, 1.30 percent supervisors and 0.11 are managers.

*Recognition of rights demanded*

There are several organizations, among them Mujeres Transformando, as well
as maquiladora unions working for the improvement of the job conditions for
the maquiladora workers.

Monserrate Arévalo, director of Mujeres Transformando, stated that
currently “the maquiladora is one of the few sources of formal work in the
country and therefore many choose to go into it despite the low pay and the
working conditions they have.”

Nevertheless, she stressed that unfortunately in El Salvador women between
the ages of 35 and 40 “are no longer considered to be of a productive age”
and it is at that point that they migrate or join the informal or domestic
sector, enduring greater violations of their rights as workers and often
other kinds of violence.

Aracely Martínez, a maquiladora union activist, emphasized that the current
struggle is for proposals made by the maquiladora workers for reform of the
law on free trade zones to be taken into account and not just those of the
businessmen.

“It seems that so far the maquiladoras have turned into modern slavery,
which suits the government because it makes money for the state, with a
cheap labor force obligated out of necessity,” Martínez said.

As of October, 2011, some 200 businesses operated under the scheme of free
trade zones and warehousing for inward processing which, because of
commitments made by El Salvador with the World Trade Organization (WTO),

Hello everyone,

The recent changes disallowing classroom teachers 
the freedom to request their substitute  is 
upsetting  and has worried many senior career 
Substitute Teachers. However, latest information 
indicates that there is more to it and subs will 
be the biggest losers when these changes begin to 
be executed the first day of school.  In a 
meeting with Substitute Teachers UTLA president 
indicated that RIF and displaced contract 
teachers will have priority in daily substitute 
assignments and only after these two groups have 
been assigned jobs, then senior career Substitute 
Teachers will be given the rest of the jobs if 
any are available. With regard to  requesting 
specific subs by teachers, Mr. 
Fletcher   indicated that this practice will 
still be in place but only after all displaced 
teachers have been assigned a day of work.  Since 
Displaced and RIF teachers quantify a numerous 
amount, there is no guarantee that career 
substitute teachers will get enough  days of work 
and, as a result, they will never qualify for 
health benefits. This means  that the jobs  and 
the  well being of thousands of fellow subs will be on the line.

Unfortunately, our Union leadership has not shown 
any will to fight back  by calling for job 
actions or by taking a firm stand to defend every 
dues payer in this union. Instead, our union 
leaders are promoting  the illusion  that once 
RIF teachers are placed back in their teaching 
assignments, and if Governor 
Brown’s  Tax  Prop,. passes, things will level 
out and Subs will be called again and resume 
their substitute activities. However, it is our 
knowledge that there have been previous waves of 
RIF/Displaced  teachers and up until now, not all 
of then have been rehired  back again as regular teachers.

In consequence, Displaced teachers will be acting 
as Pool  Subs and  as regular day to day 
Substitute Teachers in their own and other 
schools. By default, they will absorb the 
majority of substitute jobs available throughout 
the District. On a document dated 08/08/2012, The 
union states the following “Displaced teachers 
in the contract pool will serve as substitutes of 
“first called” priority status. The district 
has informed us(UTLA)  that displaced teachers 
will receive a telephone call each morning and 
told where to report for substitute service. If 
not called that day the teacher will have 
been  told, or will already have a pre-designated 
reporting site.” This directly implies that the 
number of substitute displaced  teachers in the 
sub unit will be larger than the number needed 
every day. Also, since the number of displaced 
teachers is tremendously  large, it might take a 
year or more before all these teachers are placed 
back in any contract  teaching assignments. This 
in turn, will make it hard for Substitute 
teachers to regain their previous calling 
status.  We have to emphasize  that there are 
still some teachers from last year who need to be 
assigned in permanent positions.

Since many of us depend on our Substitute 
teaching job as the primary source of income to 
support  our families,  a expected long process 
of reassigning teachers, might not fit well with 
many of us in the substitute unit. How long can a 
person  remain unemployed in this time of 
economic crisis?  Since,  unemployment continues 
to rise in the State,  California Govt. 
officially admits to  a 10.7 % unemployed status, 
and only surpassed by Rhoda Island with 10.9% and 
Nevada with 11.6%. What can be out there 
available for many of us that already past age forty?

In that case, would  it be wise to remain silent 
wile our jobs evaporate and we become part of the 
10.7% unemployed in California? So what is in the 
horizon for us? What assurance do we have that we 
will ever again get a job as a substitute teacher in California?

Reality indicates that we might never regain our 
full employment  again. Obviously, if  you read 
UTLA latest document, (08/08/2012) everything 
seems to be a one side mandate from the District. 
What roll did UTLA played in all these 
things?  We believe that it is our duty and 
responsibility to fight back and  demand that 
classroom teachers exercise  their own 
freedom   to request their own substitute 
teachers.  In that case, we need to demand that 
teachers exercise that right regardless of what 
the District and UTLA want to implement.

  These are times to come together as rank and 
file members. As the leadership of UTLA betrayed 
us now by not implementing a plan of action to 
defend  Substitute Teachers, then we are almost

essential to our health.  Local appearance is part of Speaking Out

Event will be hosted by the Seed Library of Los Angeles (SLOLA).  As 
an extra treat: a tomato tasting from the gardens of SLOLA members 
will take place in honor of this appearance.  Also the seed library 
will be open for seed checkouts.

13000 Venice Blvd., enter the first gate south of Venice on Walgrove Ave.
