The creation date for the new Legacy10.dbm should be 15 January 2009 and
modified date will be the date you downloaded it. It looks as if Legacy is
installed in a different directory to c:\legacy. 

Run Legacy and then look at General Info - either an icon (a blue triangle
with an i inside) or click help/general information. The second box down
is titled File Information and the second line shows where Legacy is
installed - mine states C:\Legacy\

This is where you need to unzip the legacy10.dbm file to.

Go back to the downloaded zip file and double click it. There should be just
one file displayed (legacy10.dbm). Click on Extract All Files and change the
folder to be the one where Legacy is actually installed, as shown from the
General Information screen.

It would seem, therefore that you are copying to the wrong place. Where is your 
Legacy folder installed?
 
When you copy you should get a warning that you are overwriting an existing 
file, if you don't then it is going to the wrong place. I suggest that you use 
Windows Explorer to find out where your 10.dbm files are stored.

If you are talking about the announcement in the Legacy News on the Legacy Home tab regarding the 
1911 England/Wales Census, that is not part of Legacy.  It is just a database that has been made 
available online.  If not, I have no idea what you are talking about and can not help you.
