Those are all events, with date and place.

But any of them could have attached notes with additional information about 
the event -- who was present, what the weather was like, things people said 
and so on.

That sounds as if it is, or could have been, intended to create Tiny Tafels.

Does (or did) Legacy have the facility to create them?

Tiny Tafels were used quite a lot in the 1990s for people to share 
information about which surnames they were searching, with an indication of 
the place and period and interest (* of 3, + for 2, . for 1 and blank for 
.0). Bulletin Board  (BBS) networks had a distributed data processing system 
that could produce a combined report of Tiny Tafels submitted all over the 
world. 

Most of the software used to edit and manipulate Tiny Tafels does not work on 
modern high-speed processors, and has not been updated. But I still wonder if 
Legacy can produce them.

Hank, each of these is an EVENT: something that happens at a particular time 
and in a particular place. You can add NOTES such as
who was present, who witnessed the event, who sponsored the individual, who 
officiated, etc.

Go to Options on the Command Bar. Click. On the left end of the next bar is
Customize. Click. #2 is Data Entry. Click and find an abundance of
possibilities.

Open the Help on the Individual Edit screen. That is where you enter the 
interest values so that is where they are explained.
