I have this problem as well . I have tried following the instructions in
the Manual

You only log in if you have a current webinar membership.

Legacy web page, Legacy store link, Upgrade page, make selection, next screen 
enter your current customer number to qualify for the upgrade, ...
Where does it go wrong?

I have spent all morning trying to purchase an upgrade to Legacy 9 .Unable to 
have password and other details recognised.I just give up. I have been using 
Legacy for several years
