Legacy exports them to the GEDCOM file, and GedSite reads them from there. If you make changes to the templates in the Event Definition window, then export a GEDCOM file, GedSIte will see the modified templates and use the new version when you make the site again. When exporting the GEDCOM file, set Legacy's "Produce file for:" option to "Legacy".
