There is a misleading, and thus extremely important, concept
being affirmed in both the summit at Sharm el-Sheikh in Egypt and the American
media coverage of it. Indeed, this concept has prevailed throughout the
past seven years of the so-called Peace Process, and it has even affected
the way Muslims themselves view the situation in Palestine and the manner
by which they seek to address it.
Simply stated, this concept holds that Israel’s relationship
with the Palestinians is essentially only a matter of concern for the Israelis,
the Palestinians (grudgingly) and the Americans, to the exclusion of the
rest of the world.
The diversion that this misconception has created is one
of the greatest achievements of the Peace Process: that Israel and the
United States have proactively engaged the Palestinians in an effort to
bring about a peaceful settlement to the ongoing Middle East crisis is
thoroughly accepted by the American majority. Indeed, this view has been
so successfully propagated that every foreign policy pundit and regional
analyst interviewed on the major networks, CNN and Fox news have all been
asked at some point in the last two weeks, “if the current clashes mean
the end of the Peace Process, then what else is there?” Clearly assuming,
or at least proposing, that there have been, and are, no alternative approaches
to a resolution of the conflict and that the Oslo Peace Process is the
exclusive avenue for a settlement.
This misrepresentation has actually made it possible,
for instance, for the American-sponsored “emergency” summit at Sharm el-Sheikh
to be portrayed as a genuine effort, as President Clinton said, “to end
the current violence.” ‘Ending the violence,’ however, has only proven
to be a complicated matter for the Americans and Israelis. The United Nations
did not perceive it as terrifically perplexing when they demanded in Security
Council resolution 1322 that Israel halt its firing against civilians.
The respected Euro-Mediterranean Human Rights Network (EMHRN), the International
Federation of Human Rights (FIDH) and the International Committee of Jurists
(ICJ) did not find the matter of ‘ending
the violence’ particularly complex when they unanimously
called upon Israel to “cease forthwith the use of illegal ammunition and
heavy weapons, including helicopters with guided missiles, against civilians.”
Human Rights Watch, perhaps the best known human rights
watchdog in the world, was able to conclude with remarkable clarity, if
some understatement, that Israel “showed a troubling proclivity” to unleash
deadly force against largely unarmed Palestinians, of whom at least half
the victims have been
under the age of 18.
So, it is safe to say that a summit by the Israelis, the
Palestinians and the Americans to discuss ways of bringing the violence
to a halt was, essentially, a means by which Israel and the United States
could avoid addressing the obvious solution: forcing Israel to adhere to
the consensus of the international
community, which recognized the inconvenient fact that
Israel alone has been the aggressor.
The summit, also, of course, was the only possible way
to extract from Yasser Arafat a commitment to stop Palestinian violence,
which is implicitly an acceptance of the U.S. and Israeli position that
there has been Palestinian violence, as opposed to legitimate Palestinian
self-defence and resistance.
But this has been the pattern, and this is why the Peace
Process must be presented as the only possible avenue for settlement, because
it is the only way to remove the Palestinian situation from the international
forum into a forum controlled by Israel and the United States. In other
words, it is the only forum
through which the co-agendas of the U.S. and Israel can
be realized.
Not only is there an alternative avenue by which a resolution
could potentially be reached, it can be argued that the Peace Process itself
exists precisely to divert attention away from that alternative.
A good example of this diversion is readily available
in the current crisis, which has been reported as being in essence a battle
over Jerusalem. We are told that both sides claim a right to sovereignty
over the Holy City; it is Holy to both sides; both sides want it as their
capital, so on and so on.
During the Camp David negotiations, and indeed, ever since
then, we have been continuously informed that the ‘sticking point’ to a
final settlement was the status of Jerusalem. More often than not, we have
been told that Yasser Arafat refused to accept the generous Israeli offer
of a shared capital in the
ancient city. What is not reported, because the discussion
must always be kept within the controlled U.S.-Israel-Arafat framework,
is that ‘sharing’ Jerusalem is not an offer that Ehud Barak, or any Israeli
leader, is authorized to make. The United Nations, the agreed-upon arbiter

This issue of F type prison is really arousing my interest, not that I don't
know about it, though. What is the Turkish mafia currently prisoned in Turkish
prisons thinking about it? Do you know? During my short visit to Turkey during
the summer, I was shocked to hear how corrupt the Turkish prison system was
becoming (just as everything else since  neo-liberal restructuring!). My father
was complaining about the fact that a network of mafia activities were taking
control over prisons. They were harassing other prisoners, shooting each other,
buying officials (and the state eventually) and establishing their bourgeois
kingdom. I also read in the local newspapers that those business men having
Swiss and US bank accounts abroad were actually dealing money in prisons., i.e.
former fascist Agaca calling mafia Cakici from his cell on the mobile phone, and
asking money because he was short. Local newspapers were writing "Cakici
promised to lend money to Agaca on the cellular phone!" (as if this is fucking
something to be proud of )

Millions of dollars are being circulated in prisons. The justice system is
becoming increasingly corrupt. The Turkish judges are bought and sold. US is
massively imposing its neo-liberal demands. We are facing arabesk liberalism
combined with Turko-American jingoism. What does the Turkish left think about
these issues? I wonder.

It's personally  very difficult to write on this 
topic with brevity and I'll touch on just a few high spots. My wife, Eldri, and 
I spent six years, very deeply involved in the Movement,  in various parts 
of the hard-core South:  1961 well into 1967 -- a time period that covered 
a great deal of courage, sacrifice, blood,  funerals, and eventually some 
sunlight.  Initially, I was a professor at Tougaloo College, Advisor to the 
Jackson Youth Council of NAACP, a prime organizer of the massive Jackson 
Movement of 1962-63 and its strategy committee chair; later I was  a 
grassroots Field Organizer for the  radical Southern Conference Educational 
Fund; and then, in the very final period of our Southern sojourn, an organizer 
of militant grassroots anti-poverty campaigns.  I was arrested and beaten 
-- along with many many others  indeed -- on numerous occasions.  My 
home was shot up and I was seriously injured and almost killed in a rigged auto 
wreck. ( Although I practiced tactical non-violence, I certainly make no 
apologies to anyone for carrying my faithful .38 Special Smith & Wesson 
revolver.)  Into the Southern Movement of the 1950s and 1960s came earlier 
activist and some  left radical legacies: Wobbly traditions in the very old 
days, the sharecropper unions and CIO efforts in the 1930s, the then continuing 
Mine-Mill [I.U.M.M.S.W.] legacy from the 1930s onward (particularly in the iron 
mining sections of Alabama), the Southern Conference for Human Welfare 
(predecessor of SCEF) in the '30s and '40s especially, and much more.  Some 
of the people who soldiered in the emergent Southern Movement of mid-century 
were old-time left radicals, and  some were much newer and  much 
younger aspirants (in due course, some  Red Diapers). The great majority of 
the people in the Movement -- wherever they came from, locally or otherwise -- 
had no especially radical background but many certainly had those instincts -- 
had to have them! -- and some, as the struggles and the Sixties moved on, did 
emerge as consciously -- but usually non-sectarian -- left radicals. (In the 
cruel and valiant realities of the Southern Struggle, an ecumenical perspective 
(radical or religious or both) made damn good sense.
 
Most of those -- consciously radical or otherwise -- who were actually on 
the front lines (as well as some canny and experienced observers elsewhere) had 
either no faith in the Federal government or had very, very limited confidence 
in it.  Little Rock was before my Southern time but the Eisenhower 
administration was, after all, the outfit which failed -- indeed, almost always 
refused -- to enforce the 1954 Brown desegregation decision and thus 
gave the white Citizens' Council and Klan movements the breathing and moving 
room to organize  widespread and oft-bloody massive resistance.  The 
Eisenhower action at Little Rock came belatedly; and stemmed in part from 
Federal fears of an out-of-control racial fire and  also from the concerns 
of "sophisticated" business interests vis-a-vis "a bad business 
image" for Arkansas.  In the 1962 Ole Miss (University of Mississippi) 
situtation -- the admission of the first Black student (Mr. Jim Meredith)  
to any previously all-White Mississippi educational institution at any level -- 
the Kennedys, who had dragged their feet again and again on the Southern civil 
rights issues, dallied endlessly in a game of political patty-cake with utterly 
racist Governor Ross R. Barnett and his circle of hard-line segs.  The 
result was a rapidly insurrectionary Mississippi which saw many killings of 
Blacks in the summer and fall of 1962, as the crisis at the University moved to 
a sanguinary climax.  I, myself, saw the rapidly growing armed White mobs 
milling at Jackson in mid and late September, harangued by Council fire-brands 
-- climaxing as an armed throng of many thousands in downtown Jackson just hours 
before the bloody Ole Miss riot erupted at Oxford to the north.  Federal 
marshals and thousands of Federal troops came too late to prevent the deaths of 
two, injuries to hundreds, the destruction of much of the University.  With 
their eye on the '64 elections, the Kennedys dragged their feet on civil rights 
issues thereafter and, in the very bloody Jackson Movement days in the spring of 
1963 (the most massive  grassroots upheaval in the state's history) did 
everything they could -- through the Justice Department and the utterly and 
consistently vicious FBI -- to undercut the militantcy of the Jackson 
campaign.  The Johnson administration was certainly no better.
 
There were very positive changes which eventually emerged: breaking the 
hard-lines of resistance to social change, the achievement of the right to 
organize and dissent and the  development of widespread local leadership, 
the Civil Rights Acts of 1964 and 1965,  the beginnings of desegregation 
and some integration, widespread Black political participation and activism, an 
end to most

On the one hand, the families of prisoners who protested against lawlessness
and injustice encountered attacks by police using clubs and armoured cars in
Ankara. Those who say, "We will do away with torture" are putting the MHP
(Nationalist Movement Party), who openly defend torture, at the head of the
parliament's Human Rights Commission. This mask of Turkey, which is
supposedly democratising itself on the road to European Union membership,
has fallen off. Its true face is exposed.
Our sons and daughters will die. Our sons and daughters will die and be
killed because they want medical treatment for their friends, because they
want to remove the obstacles that exist to a right to a defence, because
they have come out and opposed and resisted torture, because they said they
wanted this country to be democratic and free. Let us not permit our sons
and daughters to be killed. Their resistance is a search for justice in a
land where there is no justice. Their resistance is a struggle for democracy
and freedom in a land without democracy and freedom. Let us not abandon
them, let us give strength to their resistance, let us not allow them to be
killed.

Dear President Putin,

As you know the second all-Russia Day of Action against your new
draconian
anti-union laws (Labour Code - KZot) takes place on December 1, 2000.
The
first protest on 17 May, brought out 300,000 workers across Russia.

Since the introduction of privatisation in Russia, workers and their
families
have suffered enormous hardship. They have seen the average male life
expectancy plummet from western levels to just 56. Non-payment of
wages has
become normal, schoolchildren have had to stay home because their
schools
cannot afford heating, diseases of poverty like tuberculosis have
become
epidemic, and all over the country people have been forced to live
off what
they can grow in their back plot. Now, on top of all this suffering,
your
government intends to introduce a new Labour Code that will destroy
basic
rights held by workers for decades.

The new Labour Code, devised with the enthusiastic encouragement of
the IMF,
will impose a system of casual labour everywhere, removing from the
trade
unions all power to act. While at present workers cannot be legally
fired if
the union opposes it, the new Code will allow bosses to fire at will,
as well
as to spy on the private lives of workers, and blacklist any who have
been
active trade unionists. The length of the working day will be
increased from
8 to 12 hours, and employers will be able to impose a 56-hour week
without
overtime pay. Additionally the new Code legalises child labour and
forces
pregnant women to work night shifts.

We, as part of the world workers and pjrogressive movement protest
against
your barbaric new Code. We demand that the right of workers to
organise in
trade unions is maintained. We condemn your attempts to legally
impose
nineteenth century working conditions. We affirm our solidarity with
the
All-Russia Campaign Against the Labour Code, who have called for a
mass Day
of Action on 1 December 2000 against this disgraceful attack on
working
people.

significant announcement beyond its purely personal connotations.  But here 
is it:  for some time, I've been increasingly known as Hunter Gray (no 
more, no less) and I'm now shifting away from "John Hunter Gray" 
to  Hunter Gray.  This is going to a wide ranging group of good 
people.
 
If you're more comfortable with "John" in my case, absolutely no 
problem whatsoever.
 
In the case of directory listings, etc., you should feel free to change my

This will reach a few destinations where articles etc. of mine are

 The structural reasons for the Palestinian uprising and the Israeli terror
 are connected not only with the consequences of the Oslo Accords of 1993 but
 also the very nature of the Israeli state and the support it gets from the
 United States.
 AIJAZ AHMAD
 IT is very difficult to write about Israel now, in the ideological climate
 currently prevailing in India. For several decades, when anti-colonialism
 was a substantial ingredient in the secular nationalism that informed even
 India's foreign policy, distance from Israel as a settler-colonial state
 and close relationship with the Palestinian national movement as
 representing the victims of that settler-colonialism was taken for granted
 in the polity. So was India's solidarity with the anti-imperialist currents
 in the Arab world in general - be it the war of national liberation in
 Algeria, the Nasserist commitments to non-alignment, or some other current
 of that kind.
 This aspect of Indian foreign policy was noted and admired, I might add, by
 Arab diplomats and intellectuals. I remember visiting a number of the Arab
 countries and regularly meeting a broad cross-section of the intellectuals
 there, in the 1960s and 1970 s. I was very young then and it was always very
 striking to me that Pakistan's support for Palestine was usually seen as
 shallow and Islamicist, whereas the Indian solidarity with the Palestinian
 cause was regarded as a natural and secular, non-religious response from a
 country that had played so seminal a role in the making of the non-aligned
 movement.
 I was therefore very surprised when I read the statement of Jaswant Singh,
 during the course of his recent visit to Israel, that India's foreign policy
 in the past decades was held hostage by the Muslim vote bank and that the
 government was now going to correct that error. India's anti-colonialist
 past was simply being erased, and what even Arab intellectuals, from their
 great distance, could see as an expression of India's secular solidarity
 with anti-Zionist forces in Palestine was now being presented , by a suave
 and insufferable Foreign Minister, as an error forced by the Muslim minority
 in the country upon those whom the Bharatiya Janata Party is fond of calling
 "pseudo-secularists". Hindutva was now going to undo all that and make a
 strategic alliance with its natural counterpart: Zionism.
 What, then, about the current uprising in Palestine? It is said that the
 uprising, which the Palestinians themselves are calling "Al-Aqsa Intifada",
 was triggered by the visit of Ariel Sharon, the Likud Party leader, to
 Al-Aqsa, the holiest Muslim shrine in Palestine (known to the Jewish people
 as Temple Mount), with the announced purpose of demonstrating "Jewish
 sovereignty" over the Al-Aqsa compound. The visit was clearly authorised by
 the Ehud Barak government, which also provided more than 1,000 armed
 policemen to protect Sharon.
 It is important to recall, though, that the Palestinian agitation did not
 begin with that Thursday visit. Rather, the agitation came the next day,
 when Israeli security forces were massed in the compound at the time of
 Friday prayers, in a calculated provocation when a large crowd was present
 and someone or the other could be trusted to fan the flames. That is when
 the Israelis started shooting. It is also worth remarking that during the
 first couple of days the Palestinian agitation was restricted to
 slogan-shouting and stone-throwing. Palestinian gunmen entered the fray only
 after the corpses had begun to mount, at the hands of the Israeli
 sharpshooters who were clearly under orders to kill. The ratio of the
 Palestinians and Israelis killed is still about 20 to 1.
 There was, in other words, a deeper design which seems to have been prepared
 many months ago. Saeb Arikaat, a senior Palestinian negotiator, has said
 that he and Arafat went personally to Barak's house to persuade him not to
 grant permission to Sharon to make the visit and to warn of the possible
 consequences; Faisal Husseini, another senior leader of the Palestine
 Liberation Organisation (PLO), says that he too appealed personally to
 Barak. Barak rejected all such requests, knowing well that among
Palestinians Sharon was the most hated man. To understand the motivation, we
 need to understand something about Sharon and Barak, and then reflect also
 on the consequences of the Oslo Accords and on that monstrosity which is
 represented in the media as the " peace process".
 ON March 23 this year, well before the latest uprising, Professor Tanya
 Reinhart of Tel Aviv University, wrote in the Israeli newspaper, Yediot

Constitutional Court hears case of women forced to wear head covering

Karlsruhe - At a sitting of the German Constitutional Court held on Tuesday
it soon became clear that German local authorities are lost in a maze of
contradictions when it comes to the thorny issue of the headscarves worn by
Muslim women under their jurisdiction.

On the one hand, female teachers admitting to religious neutrality are not
permitted to wear headscarves in the classroom, but on the other,
authorities complain religious freedom is being abused if deported women are
forced to have their picture taken wearing a scarf.

The court heard the case of the Iranian woman Nosrat Haj Soltani and her
daughter, both resident in Nuremberg. When their applications for asylum
were rejected they were required to obtain travel documents before being
deported back to Iran. Their refusal to wear headscarves when posing for
passport photographs - as required of all Iranian women - led to a session
in a photographic studio during which police officers forced scarves onto
their heads, as part of an operation sanctioned by a court order.

The women claimed contravention of the Constitution on account of
infringements of personal privacy and freedom of belief. The Bavarian state
government, represented in court by Public Prosecutor Enno Boettcher,
rejected the charges. Boettcher claimed that under the terms of the Aliens
Act, those awaiting deportation are required to obtain their own travel
documents. He reminded the court that since Iran demands female citizens
wear headscarves on their passport photographs, any female returning must
co-operate in the studio.

Boettcher stressed that in Iran all women are required to cover their heads
in public as well and that the case was governed by the terms of a general
political law concerning clothing regulations.

This assertion prompted intense questioning from the panel of judges. If
that were the case, asked Judge Lerke Osterloh, why is it that female
teachers are banned from wearing headscarves in the classroom. She cited an
ongoing legal battle in the state of Baden-Wurttemberg where the state
minister for education, Annette Schavan (CDU), intervened to prevent a
female Moslem teacher being hired because she insists on wearing her head
scarf, an infringement of the state's policy of religious neutrality.

Boettcher replied that if a teacher chose to wear a headscarf "in heated
classrooms", this was indicative of spiritual conviction. "I do not see that
that necessarily follows," remarked the chair of the Second Senate, Jutta
Limbach. Reporting Judge Berthold Sommer described his colleagues'
difference of opinion as an "ambivalence".

The issue of whether wearing a headscarf can be considered a demonstration
of religious conviction is important because German law allows for the
infringement of religious freedom only in the reasonable pursuit of other
legal imperatives.

Gisela Seidler, the Munich-based lawyer representing the two Iranians, is
adamant German authorities' remit extends to cover only a limited number of
photographs. For example, if a Muslim woman has her driving licence
photograph taken while wearing a veil and can thus no longer be identified,
the state is justified in demanding a new photograph. But the state of
Bavaria, she argues, is not entitled to enforce Iranian law within Germany.

The court's decision is expected in three months. According to Seidler, the
women will then leave for the United States, which has indicated it is
willing to grant them entry.

I'm very much astonished to read such thing from you, comrade Mine.  Owen may be 
wrong or not on the question of stateownership in Croatia/Serbia, but at least 
he is no defeatist running after one or another bourgeois regime because he 
can't think about real power of the workers. This is the difference with many 
leftists raised on the milk of the Stalin school of falsification and related 
agent-theories. Sorry to detect that you have been somehow tainted by this too. 
Well, I think we shoiuld asll stop thisd kind of personal "arguments", 
but don't forget that this time around it was not me who started them.

as most of you will have probably noticed by now LI has been hit by the MTX
virus.

First of all I want to apologize to any inconveniences this might have
caused to LI subscribers.  At the moment we are discussing steps to prevent
this to happen again.

As a general rule I would like to remind listers to be very careful about
opening attachment and to make sure they have switched off the execution of
script code in their email client.

Unfortunately the MTX virus usually comes in an attachment from a
trustworthy person. But there are still some heuristic ways how you can
identify it: If you receive an email with an attachment and the subject line
says: (no subject), you should be very careful. The attachment can have one
of the follwing file names:

What to do when you are hit by the virus?

First of all: DONT PANIC. Just sit down, take a break and than make sure you
do not sent out any more mails from that machine. If you have access two a
second machine, use the clean one to download anti-viral SW and detach the
infected machine from the net. If you dont have a second machine, you still
can use the infeted machine to get the anti-viral Software.

Now you could perform the following steps:

- Make sure you delete these files:
IE_PACK.EXE - pure Worm code
WIN32.DLL - Worm code infected by the virus (as "Infected File" above)
MTX_.EXE - Backdoor code

 - If you find lines like this in the win.in file delete them:
NUL=C:\WINDOWS\SYSTEM\WSOCK32.DLL
C:\WINDOWS\SYSTEM\WSOCK32.DLL=D:\WINDOWS\SYSTEM\WSOCK32.MTX

Run regedit and delete these entries:
HKLM\Software\[MATRIX]

HKLM\Software\Microsoft\Windows\CurrentVersion\Run:
SystemBackup=%WinDir%\MTX_.EXE
where %WinDir% is Windows directory.

Now you can use the anti-viral SW do their work:

Please note you have to download both the DOS and the Windows programme.
Than you have to boot to DOS, execute the DOS clean-up and than boot again
to Windows and perform the Windows cleanup.

1.)  it causes an email follow-up to be sent automatically to anyone
you have already just emailed to -- in effect it sends twice, one your
message, and one the virus.

2.) it blocks your access to certain web sites which supply anti-virus
software programs. It does this via blocking specific names in a url,
like 'afee', which blocks you from McAfee's site, etc...

BNP AND THE FUEL PROTESTS - ANTI-FASCISM DISCREDITED

An article in the Sunday People (5/11/00), written by the editors of
Searchlight, is a perfect illustration of how 'anti-fascism' is being
discredited. Allowing for the fact that tabloid papers like to use a
sensational style of writing, the article fails to address any of the
relevant political issues, assumes that by presenting the BNP as a criminal
conspiracy the 80,000 people who voted for them in the Greater London
Assembly elections, for example, will see the error of their ways, and
concludes that the only way to stop them is to collaborate with the police
who will then prevent fascism winning support (just like they have in
Austria, France, Italy, Germany,
etc, etc!).

Some extracts from the article illustrate the point: "Our investigators
uncovered the plot after we infiltrated the BNP's highest ranks and
unearthed a dossier of top-secret memos and e-mails ... a Special Branch
source said "This evidence is very disturbing indeed. What you have told us
is a clear conspiracy to incite people to break the law. We will be
clamping down hard on these people. We must not allow them to sow their
sick message of hate." ... Darby and his cowardly cronies try to hide
behind the phoney name of the Anytown Fuel Protest Support Group. But we
can reveal that the masterminds of the whole subversive campaign are BNP
leader Nick Griffin - who has a conviction for inciting racial hatred - and
deputy leader Tony Lecomber, who was jailed for 3 years in 1991 for
attacking a Jewish teacher in East London ... Our dossier is available to
police so that they can smash this evil plot."

Anti-fascists, and in particular groups like the SWP/ANL, must publicly
distance themselves from those who would seek to hijack the independence of
the anti-fascist movement and re-align 'anti-fascism' as part of the police
or the establishment. As the fascists continue to win support from those
who have been betrayed by the establishment parties and their police, it
hardly constitutes a winning strategy for anyone on 'the Left' to be openly
linked with those parties who are so completely discredited in the eyes of
so many.

IF FASCISTS WERE PACIFISTS, WOULD THEIR POLITICS BE ACCEPTABLE?

It has been interesting to read the numerous press reports of BNP
infiltration of the fuel protests, especially since it has been revealed
that MI5 have devoted considerable resources to undermining the actions.
Rather than any considered analysis of the Far Right moving into an area
that has traditionally been receptive to the ideas of fascism, eg. small
businessmen and the self-employed, the 'anti-fascist' argument has been
that the BNP's presence is a problem because they are violent.

"Extremist right-wing groups and individuals have infiltrated the fuel
price movement and plan to be 'heavily involved' when the protests start
again next week, an Observer investigation has revealed. Senior police fear
that the presence of neo-Nazis among the protesters will lead to violence
and attacks on officers." (Observer, 5/11/00).

Since 1994 AFA has been drawing attention to the fact that the BNP have
withdrawn from street confrontations and adopted a 'peaceful'
Euro-Nationalist approach. The continual obsession to portray the BNP as a
violent movement when its present strategy is specifically designed to
avoid trouble at all costs is absurd, and their growing support in
elections is evidence that anti-fascists will have to come up with better
arguments in order to defeat the Far Right.
