Hold the presses: on my nth attempt, I got Leo working using the latest 
WinPython 3.5 package and LeoSetup-5.4
https://sourceforge.net/projects/winpython/files/WinPython_3.5/  This 
includes QT5.

Before installing Leo, I registered the python distribution using the 
included WinPython Control Panel program.

Leo 5.4, Sat Oct 22 06:39:42 2016
Git commit: after ff
Python 3.5.2, PyQt version 5.7.0
Windows 10 AMD64 (build 10.0.14393) SP0

Just a quick install report for my win10 machine which has Python 3.6 and 
PyQt5.7.1 installed.

The installation using LeoSetup-5.4.exe went smoothly. And the desktop icon 
target correctly defaulted to Python36\pythonw.exe

Mine's a wee different: 

Target Location: Leo-5.4
Target: "C:\Program Files (x86)\Leo-5.4\python.exe" "C:\Program Files 
(x86)\Leo-5.4\launchLeo.py"
Start in: same

I updated it to be like yours, and ... nothing happens. [sigh]

I tried the LeoAssociation program again, and this time it made the icon 
very much like yours, but with python.exe instead of pythonw.
Using that setup, a cmd window popped up, but it again flashed some lines, 
then vanished and no launch ensued.

I'll try some of the alternate ways of starting that are outlined in the 
Installation page.

I have a Leo icon (shortcut) on my desktop. 'Right-click/ properties' shows 
it has 

Target Location: Python35
Target: C:\Python35\pythonw.exe "C:\Program Files 
(x86)\Leo-5.4\launchLeo.py"
Start in:   "C:\Program Files (x86)\Leo-5.4\leo"

This is working fine for me, running windows 10.

What version of python are you running?
Read up on Leo's dependencies at http://leoeditor.com/installing.html
What version of PyQt have you installed? This very much depends on your 
python version.

Yes, I did install 5.2.  It appears to be the most recent offering in the 
Quick Install folder that is linked from here: 
http://leoeditor.com/installing.html#using-the-single-click-installer

I installed the 5.4 from the link below and that gave me the desktop and 
Start icons, but clicking them apparently did nothing.

Then found that PyCharm still had the .py association, so I changed the 
association to Python.exe. 
However, clicking on the desktop icon appeared to do nothing.  

Then I located the launchleo.py with file explorer and double-clicked it.
That brought up the python command box for a moment and it appeared to do 
something but then disappeared without launching leo.

I changed the .py association to pythonw.exe, but again no apparent 
response from the icon and no response when running from file explorer.

So now - should I use the directions on the Leo doc installation page to 
hand roll one of the various ways of starting Leo?
Or is there some way of fixing the Leo desktop icon?

The 5.2 installation created a huge folder called LeoAppFolder on my 
c-drive.  Is that no longer used?

The 5.4 installation created a much smaller folder in Program Files, with 
only a Leo subfolder; what are all the other folders in LeoAppFolder for?
(No doubt that accounts for the size disparity in the various download 
files on SourceForge.)

Is the correct executable LeoApp.exe?  No

At https://sourceforge.net/projects/leo/files/Leo/5.4-final/ download the 
LeoSetup-5.4.exe file (7.7MB).

I noted your comment: " I went for the one-click Win install, which appears 
to be Leo_5.2-final_Win." Did you install 5.2 with a one-click install, or 
is the 5.2 a typo?
If you did install 5.2 then you should uninstall that old version and start 
afresh with the 5.4 file I listed above.

Let us know how you go :)
The Leo community are very supportive and here to help. After following 
your notes I feel that some parts of the installation notes can be made 
clearer.

Start or Desktop.
Is the correct executable LeoApp.exe?  

Why the huge disparity in download sizes among the various downloads?  Do 
those reference links explain that?

The latest Leo version is v5.4 at 
https://sourceforge.net/projects/leo/files/Leo/5.4-final/

If you used the windows single-click installer you should be able to start 
Leo via the Start button> All programs> Leo.
Also, during the installation a Leo shortcut would have been created on 
your desktop.

The Running Leo  section could be 
improved here as the Windows section doesn't mention the easiest start 
options if you have used the windows single-click installer.

Your advice about Anaconda is good to know.  Perhaps this information could 
be added to the Install Leo page in the Leo documentation?

Using that page's existing advice, I went for the one-click Win install, 
which appears to be Leo_5.2-final_Win.

Everything seemed to be fine, and Leo started up correctly.
However, to restart it, I need launchLeo.py, right?  It's nowhere to be 
found.

What to do now?

I understand your desire to have things "just work", but this may be an
illusion.  Instead, installing the latest version of Leo using git will
likely be much simpler, especially after installing Anaconda
 first.

In the time you have spent futzing with installers, you could have
installed Anaconda and git, and even learned the rudiments of git.
Thereafter, you can get the latest code by doing git pull.

This is, by far, the best way.  Please try it unless your boss absolutely
forbids it ;-)  And if so, you might try convincing him/her...

Did you get past your installation problems?  I wish I had kept careful 
notes on what I tried before I finally got my Win7 install to work...it 
took hours and several install-delete-install cycles.  And I do remember 
the frustration of not finding the binary leo installer that was supposed 
to be in the github zip.  Finally I found an exe while searching the 
internet but don't remember where?

The other piece of the frustration for me was that qt didn't find the path 
to my python.  I eventually got around this by trying again and downloading 
an entire 3.4 scipy package with python and qt and a whole bunch of other 
things I didn't particularly want (I think it totaled well over 600 megs) 
but at least qt was properly matched to python and leo started working.

I'm sorry I'm not more helpful.  It was a bit of a waste of something like 
4 hours just trying various things before I stopped wasting my time messing 
with the zipped download from github and found another way.

It would be a positive for the community as a whole if there were simply 
binary installers like OSx's "homebrew" for the various systems which took 
care of all the dependencies and avoided the zipped mess on github, that is 
for sure  Please give us an update on your travails and whether you 
finally found resolution?
