One would indeed wish that that is an icon for the cell's background, that one currently can set by selecting a cell (or more) and then Table properties, tab Background.. The background icon reacts depending on the mode your are, if you are in edit mode in the table, that will affect the paragraph, if you're in selection mode, that will affect the cell.
