Thee do not need an extra checkbox (I guess that is what you mean with just mark the option to edit the template). My opinion is to go for the second option for the reasons stated above. Still, the risk is that functionality for templates is a bit spread over the application. It's too late now, but will find some time this week to look at the other open issues and see if there is some reason to think about/possibility to have bundling of those. As I wrote in fdo 61396 https://bugs.freedesktop.org/show_bug.cgi?id=61396 Why add a feature when there is *already* one : selection of the type template in the Open dialog ?
