In the past, we’ve used the services of Tilton Cleaning and Restoration for 
annual carpet steam cleaning. In addition to wall-to-wall carpets, Tilton also 
cleaned area rugs without ruining the underlying wooden floors, as well as 
power-washing ceramic tile areas. The jobs were done well and quickly. The 
owner has retired, and we’re looking for recommendations for a similar service, 
which includes wall-to-wall and area rug cleaning, as well as tile 
power-washing. Your suggestions and experiences would be welcome input.

[LincolnTalk] FELS Pie Sale Distribution

A big thank you to the Lincoln and Sudbury Communities for their support of
our revived FELS Thanksgiving Pie Sale.  We sold over 100 pies and had a
generous portion of them, almost half, given as donations to both towns'
Food Pantries and to the Police and Fire departments.  Ruth-Anne and Tom of
The Hyve have been very busy preparing the pies and you won't be
disappointed!  We at FELS are VERY THANKFUL for their culinary support and
of course for those who purchased a pie or two or three!!

Patrons who ordered pies for their own Thanksgiving tables should plan to
pick them up tomorrow, Tuesday, November 22, at the location they
requested, either at Lincoln-Sudbury, just inside the left front door near
the entrance to the auditorium, or at the Lincoln Council on Aging.  *Hours
are 3-6pm.*  Please be prompt, as pies will not be available after 6pm.

FELS, the Foundation for Educators at LSRHS, is a non-profit organization
that awards enrichment grants to Lincoln-Sudbury High School faculty and
staff to pursue their professional and personal interests and passions.
FELS was founded in 2000 to offer parents a tangible way to show their

[LincolnTalk] Lincoln Population & Comparative Taxes

I want to take an opportunity to clarify some information on Lincoln Talk,
specifically as it relates to the Lincoln population and our relative tax
expenditures.



*Lincoln Population*

While there are different ways of calculating the number of Lincoln
residents, the Town Clerk utilizes the 2020 Town Census to determine the
Lincoln (non-Hanscom) population to be 5,608. Importantly, this is within
1% of the official number reported by the Federal Census, making similar
adjustments for Hanscom residents. Unfortunately, there are alternative
unofficial estimates out there based on sampling (e.g.,
censusreporter.org which
surveys 1 in 25 households) that note a margin of error of at least +/- 10%
margin. 5,608 is the official number supported by the Town Clerk.



*Comparative Taxes*

The Town Finance Committee regularly assesses and shares Lincoln’s average
Single Family Tax Bill and Residential Tax Rates relative to seven
neighboring towns, including at Annual Town Meeting and recently at the
November 15th, State of the Town (SOTT). For Fiscal Year 2022, Lincoln had
the second highest Average Single Family Tax Bill at $18,617; below Weston
($22,766) and above Lexington ($16,613), Concord, ($16,611), Carlisle
($15,438), Wayland ($15,386), Sudbury ($14,395), and Bedford ($10,512).
Importantly, 9.7% of our current tax bill goes towards principal and
interest on the Lincoln Public School Building debt that was approved at
Town Meetings in 2019 and 2020. The scale and recency of the School
Building Project drives Lincoln’s higher-than-average interest expense as a
share of total town budget versus peer towns.



For Fiscal Year 2022, Lincoln had the 4th highest residential tax rate
(i.e., taxes per assessed value) at 14.9%; below Wayland (18.4%), Sudbury
(18.1%), and Carlisle (16.5%) and above Concord (14.8%), Lexington (13.8%),
Bedford (13.6%), and Weston (12.8%). As we are all aware, Lincoln also has
a smaller commercial tax base relative to many of our neighboring towns.

(around 1:09 Minute Mark) for the above in graphical representation.



Finally, the Finance Committee regularly looks and reports on taxes and tax
rates on a per household basis as opposed to a per capita basis. This is
for the very simple reason that property taxes are determined independent
of the number of residents residing at a particular address. If you look at
the above on a per-capita-basis, there will naturally be some differences
driven by variances in the average town's household size.

 What started the consideration of a Community Center decades ago was the great 
need of the COA for space to carry out its multiple functions.  That need has 
only grown with the growth of the elder population.  Why not go back to square 
one and disconnect the Athletic Department. Forget Community Center and build a 
Senior Center. That opens up all sorts of possibilities including placement 
away from the school campus. Surely the stores could benefit from a more 
central location of a Senior Center.  And it would be a good deal less 
expensive to build.
