*"Spirit of the law" is too vague a term, and could open the door to push a
specific agenda.*

Be careful what you ask for. Laws are complex beasts with inevitable
subtleties and potential loopholes. Some would exploit those loopholes to
achieve what was not the original intent of the law yet not be in violation
of it.

As a Wikipedia
article points out, "intentionally following the letter of the law but not
the spirit may be accomplished through exploiting technicalities,
loopholes, and ambiguous language."

Massachusetts seems to be trying to acknowledge this by giving some detail
as to the law's 'spirit':

In a letter, Secretary of the Executive Office of Housing and Economic
> Development (EOHED) Mike Kennealy and Undersecretary Jennifer Maddox wrote,
> “This law is not a housing production mandate. It is all about setting the
> table for more transit-oriented housing in the years and decades ahead —
> which is not just good housing policy, but good climate and transportation
> policy, too.”

Re: [LincolnTalk] 15 units per Acre: Part 4 - Alternatives

2023-10-23 Thread Rich Rosenbaum
*Housing Choice Act - It's not a law. It's an act. *

I'm no lawyer, but::

Chapter 358 of the Acts of 2020 (sometimes referred to as the economic
development legislation of 2020) made several amendments to Chapter 40A of
the General Laws, commonly known as the Zoning Act.

https://www.mass.gov/info-details/housing-choice-legislation

Each bill that becomes law is given a chapter number, assigned sequentially
in the chronological order of its adoption – these are the Session Laws.
The official publication of Session Laws for any given year is called the
Acts and Resolves of Massachusetts, and is compiled and published annually
by the Secretary of the Commonwealth. The vast majority of Session Laws are
Acts.

https://en.wikipedia.org/wiki/General_Laws_of_Massachusetts

Housing Choice refers to a number of changes to the state’s zoning law, MGL
Ch. 40A that were enacted at the end of the recent legislative session
through the Economic Development Bond Bill (H.5250). The governor
originally filed many of the Housing Choice provisions and the Legislature
made some modifications and introduced new concepts into the version of the
bill that is now law.

[LincolnTalk] Last Week of Annual Diaper Drive - Can Take Loose Diapers Too!

2023-10-23 Thread Kim Jalet
Dear Lincoln Talk,

If you haven't had a chance to donate diapers to the annual Metro-Boston
Diaper Drive, which I co-coordinate, please do so by Oct. 28. If you’re
able, please donate via our Amazon

 or Target

registries,
or visit https://www.mbdiapers.org/

to
help the 1 in 3 MA families struggling to afford enough diapers for their
children.

Have loose diapers? There is a box in the foyer of the Lincoln Library, and
I can take them at my home.

All diapers go directly to the Somerville WIC office, which serves Lincoln,
Somerville, Cambridge, Arlington, Watertown, Belmont, Lexington, and
Bedford.

SNAP and WIC benefits do not cover diapers leaving many families to make
difficult decisions between food, diapers, and other needs. Last year,
donations declined for the first time in the history of the Drive, and yet
need continues to grow. Please give if you can and share the Drive with
other families

Thank you!

[LincolnTalk] Fall photo sessions

2023-10-23 Thread Jocelyn Finlay
I have a couple of available times for my Fall photo sessions on Saturday
28th October. 9am or 11am are open. You can book by emailing me (
jefin...@gmail.com) or click the booking button on my website:
https://jocelynfinlay.com/fall/ *I have indoor space this Saturday as a
backup if needed.*

I will also host the Fall photo sessions during the Lincoln Art Show in
November.

Business headshots are $75 per photo and family photos are $50 per photo.

I take many photos, and then we choose which ones I retouch/photoshop. So
the price is for the retouched photos, not for each photo I take. For
example, you may get two business headshots in the session (one studio
backdrop, one nature background). Family photos are a lot of fun, I've been
adding the out-takes to the final portfolio as bonus (free) photos.

Best wishes

service. (There are two recommendations on Lincoln Squirrel‘s list, but neither
name rings a bell.)

If you recently had a tree removed and would highly recommend the service you
used, kindly email me directly.

Many thanks,

[LincolnTalk] Free Purple Knight Asparagus Seeds

2023-10-23 Thread Leslie Turek
A friend gave me 100+ Purple Knight asparagus seeds. I already have an
ongoing asparagus bed, so am offering to give these away. You'll have to
wait a few years before the first harvest, but then you'll have asparagus
every spring for a long time. (My bed has been going strong for over10
years now.)

Here's an article about growing asparagus:

Let me know,
