This is exactly I have been saying.  The goal is to let the town die and let 
the developers come.
It assumes that Townspeople would be unable to find a developer who is 
sensitive to the environment
and the town's needs.  It is possible that the current people in the lead are 
unable to find the developers
who can work with the town ethos.  Let the new young people lead and protect 
the town.
Let the town be more active and be a model in development efforts.  Let it keep

Those who invest in large projects are not looking to run a substantial risk of 
losing the major upfront investments and commitments they must make in any 
project before it gets to the point of final approval.  That's reasonable: we 
would not ask our friends or neighbors to throw a pile of their money and years 
of effort on the table and risk it all on a roll of the dice, and we would be 
resentful if they asked it of us.

In general, the need for a Town Meeting approval - no matter what town - is 
seen as a roll of the dice with a high risk of failure at the last minute. 
Further, Lincoln's history in that regard does not inspire confidence.

And so, with plenty of other nearby towns competing for those same investments, 
investors and developers have no need to ever put Lincoln on their shortlist of 
possible project opportunities. This will become even more true as more and 
more communities conform to the HCA.

Developers look for an approval process that they see as fair and predictable. 
(And it's that perception that counts, not our convictions to the contrary.)  
They look for assurance that if they play by the rules, they will have a 
reasonably good chance of success.  What the rules are is not as important as 
that they are predictable and stable.

So, the onus is upon us to craft a set of rules and processes to guide their 
efforts, so that their project meets the town's expectations and needs. It is 
in everyone's best interest to put those guard rails in at the front end of the 
approval process, rather than having them burst upon the scene at the last 
minute.

Many will point to Oriole Landing as an example of how town meeting can work. I 
was involved in that entire process from our first meeting with them through to 
the groundbreaking of the completed project. It needs to be pointed out that it 
was Civico's first exposure to the town meeting process, and they have already 
said they would never willingly do so again.

So, as long as the current Town Meeting approval process is in place, we will 
rarely, if ever, be approached by developers - whether we actively try to 
recruit them or not. and even if we are approached, there is little chance they 
will stick with us through the entire approval process.

The citizens group came together organically, not unlike the citizens group 
that sprung up in Newton (and displaced five incumbents in the recent 
elections). The Brookline Select Board also worked with citizen groups, going 
as far as visiting each building on Harvard St to make decisions on which ones 
to include as a group. This form of citizen involvement is happening in other 
towns.

100 residents emailed the Selects asking for an additional option to Options C 
and Ds. I would argue the “special interest” here is the inclusion of the RLF 
project into *every* single option the HCAWG has presented, even though many 
people have requested an option without it. I would also argue it is a special 
interest when RLF employees criticize a grassroots citizens group, without 
disclosing their affiliation to the RLF. Another “special interest” is Civico 
having a say in our bylaws.

Why does every single HCAWG option include the mall? There would have been no 
need for a citizen-generated option if the HCAWG had 1) put forth an option 
without the mall and/or 2) addressed the numerous concerns (and mistakes) with 
options C and D. These concerns were brought up publicly.

Let’s remember Utile created the options in private meetings. There were no 
open discussions where the HCAWG went parcel by parcel as to what was included 
or not. Utile came up with the options privately (based on some loose guidance 
but no parcel-by-parcel open discussion whatsoever) and then were presented to 
the public. Perhaps if there had been open discussions with Utile, we would 
have been quicker to catch the multiple mistakes in the submission before it 
was sent to the State. (18 extra acres of parcels, LW zoning at 20 units/acre, 
etc). Must be noted that it was the citizens' group who caught the mistakes.

This strikes me as extremely hypocritical in regard to the way the dialog has 
unfolded over the past few months.

Why should this group receive preferential treatment in terms of the process 
used to develop an option we are being asked to vote on?  Many members of the 
group who developed option E have spent the last few months demanding 
transparency, calling into question the ethics of the volunteers on the working 
group and elsewhere, destabilizing the process, and generally using the public 
forum of Lincoln Talk as a bully pulpit to push their agenda.

I am asking for meeting and voting records in order to fully evaluate the 
merits of and intent behind option E, just like many have asked for and

The best way to make sure commercial stays commercial is to make the businesses 
viable and the best way to do that is to make sure there are people shopping 
there. Sorry but people from other towns are not flocking to Lincoln to buy $10 
pints of strawberries from Donelans. And I've only been here 5 years and have 
noticed the string of restaurants that have tried to fill the ONE space. 
Whether we make any changes there's no guarantee these businesses will stick 
around. That's capitalism folks. But we can help by AT LEAST zoning for more 
housing in the area.

that the HCAWG also appears to expect development to follow the zoning based on 
today's meeting, when more low impact zoning ideas were rejected in favor of 
the current set and "getting something" as I believe was said at the time.

There are huge financial incentives that have made the idea of joining the HCA 
zoning attractive to property owners and potential developers.  Unfortunately 
some of those incentives might be directly at odds with the town's interests.

The Mall has gotten the most attention, as RLF has been the only property owner 
that has publicly stated that they plan to develop.  But realistically, it is 
just one of the new developments that would likely follow.

After all, if Doherty's is indeed leaving, zoning it for over 20 housing units 
makes a very strong financial incentive to build something along those lines at 
that location.  Being zoned mixed use doesn't require any commercial return and 
we could as a town see an actual decline in our commercial center as a result 
of the new zoning proposals.

If "Codman corner"  is zoned for 83 units on 4 acres, there is a very strong 
financial incentive to build those 83 units there. If Codman is zoned at 180 
units, then there will be a very strong financial incentive to build 180 units 
on the street.

All of these potential developments would be done under the new zoning without 
the normal town approval process and without any remaining sticks to encourage 
affordability above 10%, green energy goals, or almost any other concerns the 
town might have.

There is a reason the town has never previously just abdicated our town 
approval process like the HCA proposals suggest we do so.  A small committee is 
now asking the town to do so and take that incredibly bold leap of faith.  
Asking that we further assume that this zoning doesn't matter and maybe nothing 
changes feels silly at best.

I think the first question any HCA committee should have asked was how much do 
we really want to tie our hands as a town and make it more difficult to get

were waiting in line (the only other people my age I saw while I was there, 
they in the company of their family and small children). He was into the 
Hanscom expansion opposition, and we had an animated conversation until I felt 
I had to leave to get ready for a trip in the morning. We exchanged info about 
where we lived and they invited me to stop by.

When people ask me what I want in a Community Center, I say a place to meet 
people without a specific date. This is what I got at the Twisted Tree 
DeCordova last night. I haven't related to the often-mentioned notion of 
intergenerational mixing in the context of a Community Center, but I enjoyed 
last night mixing with younger people and their children.

The CCBC presents parking as ample with 50 spots nearby without telling the 
community that the current users of Hartwell may already be using many if not 
most of the 50 nearby spots.  So, we may only have 5 to 10 open spots at any 
given time or maybe even fewer if there are events/meetings going on at the 
main Hartwell building's multi purpose room, training room or School business 
office.

I am afraid that the CCBC is sticking with a Community Center based in Hartwell 
for the wrong reasons.  The town has an obligation to its seniors. I  just 
don't want to build a core town building in a location that comes with so many 
restrictions/limitations.

COA/Community Center on the Hartwell Campus without sufficient parking and

not aware of any community center anywhere that  intentionally colocates a 
senior center and  daycare using a small shared parking lot.

Many on Lincoln Talk and the town would hate to see the town build a huge 
building that is underutilized and repeats the lack of parking at Bemis Hall.

As a small community with limited resources and the highest per capita debt in 
the commonwealth, we need to look at large projects with many eyes and many 
voices.  It is a shame that up to now, the CCBC really hasn't listened to the 
public's concerns.

In an effort to lower the cost and save between 3 and 4 million, I have 
previously asked why Leap can't be relocated into the school where it belongs.  
Almost all other school districts have extended day offerings within the school 
as the hours of a school and after school program dovetail perfectly.  Maybe we 
should ask our new Superintendent if he could house Leap within the school?

Does anyone know where Leap is going to run while the Hartwell Project is under 
construction?

Alida, I have to admit as a cyclist I get annoyed by cars that won't pass, 
though I know they're just trying to be careful.   I also get very concerned 
when cars cross into the oncoming lane to pass - I've seen a number of 
close-calls when that happens.

I suggest keeping in mind the 4' law/rule - if you're leaving 4' and driving 
within the speed limit, the cyclist should be/feel safe.

charge to people in need. Those groups include St. Vincent DePaul; Cradles to 
Crayons (newborn to age 12); Circle of Hope (Needham), which distributes items 
free of charge to 25 area shelters and low-income programs in Boston; and 
Solutions at Work Cambridge/Children’s Clothing Exchange Cambridge/Green Street 
Shelter.

All clothing dropped there goes fire to those in need as do proceeds from sales.

around town and see how we might coordinate-Codman Farm has a new commercial 
kitchen and offers cooking classes, DeCordova offers some art programs.
What else might be out there?
Do we need to reinvent the wheel and compete with these organizations that 
might appreciate our support?

And why the call for a large new space, with a stage and a grand piano when 
that already exists...at Bemis Hall?

And what programs are available to us in other neighboring towns?
We were told we needed to open our COA programs to other towns-“reciprocity” 
was it?

What programs are open to us, through reciprocity, in other neighboring 
communities-communities with large facilities and even larger budgets?

Yes, we need to build better spaces for after-school programs, LEAP, summer 
camp, Park & Rec. and even some new spaces for COA.
But, let us be more creative and maximize the use of spaces that already exist.
Let us make sure that our eyes are not bigger than our (fiscal) stomachs.

“I?ve been working with Senator Barrett and other local leaders on a response 
to the large North Airfield expansion. This project aims to create 495,000 
square feet of hangar space for corporate and private jets on the north side of 
Hanscom Field. Massport and the developers have expressed concern for the 
environment and indicated it will be done in an environmentally friendly way.

We plan to hold them to their word and are asking the state Executive Office of 
Energy and Environmental Affairs (EEA) to require that all aircraft based in 
the new hangars operate entirely without use of fossil fuels.

One option this would leave the developers is to base electric aircraft here. 
While not quite here, there are about 200 companies trying to produce electric 
aircraft and some are very close to production.

The kitchen is an example of including nice to have vs. essential needs in the 
proposal.

The kitchen that is included in both high end options is described as a kitchen 
that can accomodate  cooking classes and the weekly senior dining lunch.

Cooking classes might be a nice addition to our program offerings but do we 
want to pay capital cost to enable them?  Cooking classes are available at 
reasonable cost from LS Adult ed, Minuteman adult ed, and I hear at Codman 
farm.  In addition, there are numerous restaurants and individual enterprises 
that offer cooking classes.  Some would be easy for seniors to access, some 
less so.  Nice to have, but not essential.

Senior dining is currently carried out offsite from Bemis and although having 
it under the same roof as everything else might be nice, it is again a nice to 
have and not an essential.  There are other options for where to provide this 
service- the current locations at Stone church or St. Annes, potentially Pierce 
House.  The kitchen there is small scale and oldish.  But, high end catered 
weddings are routinely held there.  A senior dining program there using 
take-out food seems feasible.

If you change the kitchen requirement at a newly built community center to not 
have the floorspace and appliances needed to hold multi-person cooking classes 
or to prepare group meals from scratch you can build a smaller room equipped 
with fewer/less expensive appliances.

This will not save $5 million.  It won't save $1 million.  It is an easy to 
grasp example of how the two options that are only choices we have been given 
include nice to have features that add cost beyond what would be required in an 
option that focused only on no-frills, just the real essentials.

The kitchen is not the only example.  The 10 year process has, unfortunately, 
never revealed a vetted list of essential needs versus "nice to have if we want 
to pay for it."

I accept that during the outreach process some people, I don't know how many, 
said "can we have cooking classes?"  That doesn't mean there is broad support 
for adding this service.  It is very easy to say "I want that" without having 
to deal with "it will cost you X" when you add it to the wish list.

I understand and am sympathetic to the situation you describe with your mother. 
  I am 75 and preparing meals is a drag.  The senior dining service is what the 
town offers to address in a small way that need.  There is probably 
opportunities to improve the senior dining experience that we offer, but I am 
not convinced that we need an expensive large shiny new kitchen to achieve that.

Bottom line, we can disagree about the kitchen or about any other "nice to 
haves".  All I have been asking is that we get a believable path to seeing an 
honest-to-goodness option on the table that includes only the on-frills stuff, 
and then the voters ultimately choose which one we spend money on.  The debate, 
in my mind is not about the kitchen it is about the absence of needs/wants 
clarity, the absence of a no-frills choice to consider.

Two ideas for using this for municipal space that have been discussed include 
programming space for the Library and space for all the Town’s land use offices 
and organizations.

If space is leftover, Lincoln could follow the lead of other cities and towns 
that have buildings much like Bemis Hall and rent it to non-profit 
organizations, small professional firms, and others or use it for arts or other 
purposes.

One perfect example of this re-use is Bedford’s Old Town Hall, which is much 
like Bemis Hall in terms of size and configuration.  It has a large upstairs 
hall that is used for exactly the same purposes as the upstairs hall at Bemis 
is currently. The downstairs offices and other spaces are used by the Bedford 
Center for the Arts and Bedford Community Access Television. It is owned by the 
Town of Bedford but managed by a non-profit organization. Other towns with town 
halls that are no longer used town halls and are rented out or used for other 
purposes in a similar fashion are in Tyngsboro (rentals), Salem (art exhibits), 
Athol (Historical Society), Bedford, NH (rentals and community use), 
Easthampton (arts, maintained by non-profit), and Andover (private function 
rentals).

In the discussion above, I'm unclear if folks are advocating for a community 
center (both COA and Parks & Rec) or a senior center (and keep Parks & Rec in 
the pods) in the spaces around Lincoln Station.  But just some additional food 
for thought, on the Parks and Rec side, I believe that it was viewed as 
important to keep spaces accessible to the school campus.  With the programs 
for kids, it is convenient for kids to be able to get to those programs easily. 
Not all kids are old enough to walk over by themselves.  LEAP also takes 
several of its kids over to the programs that parents sign up for and pick them 
up that may not be right after school.

I fully support building a new facility, but it has long been my opinion that 
such a major investment by the town should be deployed where it is most needed 
- namely in the Lincoln Station area.  For more than ten years since Town 
Meeting approved the Comprehensive Long Range Plan, in which the revitalization 
of Lincoln Station was overwhelmingly one of the highest priorities, the area 
has lain dormant and in serious need of a catalyst to jumpstart its 
transformation into the compact, vital, walkable village center that was a 
stated goal at the time.  A community center in such a location would be the 
equivalent of an anchor store in a retail setting, and by virtue of attracting 
more people on a regular basis, it would create more opportunities for a 
clustered cross-current of activities spawning greater social interaction.



In my opinion, it would constitute the classic suburban planning error to 
create a new center that stands alone like the suburban mall accessible only by 
car.  In addition, because of school protocols, there would be very limited 
inter-generational co-mingling until after school hours, if at all.

if there weren’t a greater  awareness about the effects of climate change, 
wouldn’t it make far more sense to locate a community center where there are 
already other crucial services such as the post office, grocery store, 
cleaners, a cafe and restaurant, etc.?



If the vote for more funding fails at the Special Town Meeting next Wednesday 
evening, November 30th, I urge residents, the Selects and the Planning Board to 
seriously reconsider Lincoln Station as the location that would best serve the 
interests and greater good of the town going forward.

One of the six options was to build on the commuter rail parking lot

average Lincoln homeowner every year. There needs to be a valuable need and 
purpose to justify this burden on our families, and it is our duty to explore

The benchmarking process was based on a series of wrong assumptions. We lost 
track of what other towns of our size were doing, and instead created a list of 
requirements out of proportion to our size and needs. This project would build 
a more expensive and bigger building than those found in towns many times our 
population. Neighboring towns with populations up to three times ours do not 
build Community Centers; their COA and PRD’s facilities share modest dwellings 
with other town facilities, on a scale comparable to Bemis Hall or Pierce 
House. Even for those towns that do have a community center, the current 
Lincoln proposal is four times the median space per resident. The disproportion 
is similar when we consider dedicated COA space per senior resident.

This morning’s letter still does not clarify the expected use of a building of 
this scale. As has already been mentioned, a community is built by a shared 
purpose, not by a building. What we need is more volunteers who are interested 
in amplifying or creating communities of shared interest. We already have more 
than enough space and facilities across our brand-new school, Bemis Hall, the 
library and potentially Pierce House. Why not renovate the pods and use one of 
them for this purpose? Even refurbishing all three pods would be less than a 
fifth of the expense of the proposed new community center.

We struggle with a reduced commercial footprint. If folks are looking for a 
place to have a cup of coffee, eat something, and see some friendly faces, they 
can do that while they support local businesses like Twisted Tree or Tack Room.

The biggest issue I see with the communication sent this morning is the 
so-called disqualification of Bemis Hall and Pierce House as alternatives. At a 
State of the Town meeting eight years ago, a series of equivalent proposals, in 
size and cost, were put in front of attendees and they were asked to post a 
yellow dot on the poster representing their preferred option. Pierce House was 
one of the options proposed and there was nothing that disqualified it, as 
evidenced by the fact it was put to a vote. Attendees were forced to make a 
false choice between, among others, the Hartwell campus proposal, estimated at 
$9.5-13.5MM at the time, and a much-inflated Pierce House proposal, estimated 
at $8-11MM due to the plan to build an attached facility, excessive given our 
size. Pierce House was never objectively disqualified, but simply passed over 
when presented with a much cheaper Hartwell proposal.

The studies referenced in the memo were conducted as long as a decade ago. 
Obviously, there are a lot of new faces in town who might have different 
opinions on how resources should be allocated and even those who have stayed 
should have another say on the use of the town’s monies. Our resources now are 
not what they were at that time, and perhaps neither are our needs, so altered 
by new habits resulting from the pandemic. The cost of building the Center has 
also multiplied since then.

I urge residents to attend the Special Town Meeting in the Donaldson Auditorium 
on November 30th at 7:30pm, and vote. Up until recently, the CCBC seems to have 
been moving towards a narrow objective; it is imperative that a wide range of 
perspectives be heard.

I had no idea those were bikes paths.
When we first moved to town 9 years ago, we were looking for bike paths —it 
became too confusing.
We bike out of town.  Personally, I prefer asphalt paths without cars.

Some thoughts. There are people who do not want bikes on the trails. There are

Someone at the open meeting made a good point. The local bike riders want to 
have expanded bike trails in order to have a network that would assist them to 
commute around town without having to ride on the dangerous narrow roads. A 
perfectly reasonable request. But the trails that were designated in the 
proposed plan were small dense networks, such as at Mt. Misery, that really 
didn't help much to help with that goal. I would like to see a plan that was 
specifically focussed on allowing people to travel around town, so that there 
would be only one bike-allowed trail through a specific area, with the rest of 
the trails reserved for walkers only.

Not only was Lincoln Guide Service attracting cyclists to Lincoln, but mountain 
biking was a relatively new sport in the 90s.  Boston folks were coming to the 
Lincoln trails to *try* mountain biking.  Those days are long gone...not 
because bikes are banned from most of our trails (as Margaret points out, 
Weston & Concord permit bikes on trails, yet they're not overrun with 
riders)...but because the sport has grown up.  And as lovely as our trails are, 
they are not much of a mountain biking destination anymore.  There are far too 
many better destinations that attract Boston mountain bikers.
As our town thinks about this issue, let's keep in mind that with increasing 
traffic and gas prices, and of course the environmental issues, the more cars 
off the road, the better.  Now imagine you can avoid one more drive to the post 
office, school, the library, Donelans, etc. because you could now use a mix of 
roads AND trails to get around town...I believe that would be a more desirable 
place to live.
There are growing pains with any change (and rude people wherever you go).  I 
recall visiting Amsterdam a few years ago with all the people biking everywhere 
there; I almost got run over on several occasions!  But as a pedestrian there, 
I quickly figured out how to navigate.  Point being that even good change takes 
some time to get used to it!

primary care physician.  I was part of the Mt Auburn network but now looking to 
change to Emerson.  I prefer a woman, sensitive to the needs of older adults.

Found this guy sunning himself in my lawn this afternoon and need help 
identifying it. ( It takes a few seconds for it to come into view in the 
picture I got.)

I’ve done just the briefest bit of research and it looks like a Timber snake to 
me. I hope I’m wrong because they are highly venomous. I believe it’s living in 
a hollowed out tree trunk.

I’d also like suggestions about whom to call to do a catch and release if it 
comes to that.

Any help will be much appreciated!

room.
