That is correct Jerry, no z/VM. I am doing this in a bare metal LPAR so to 
speak.

I know of another vendor using a different flavor of linux that uses ICKDSF to 
format a volume and copy out the linux file system and IPL text to allow the 
volume to be IPL'ed. I am looking to see if I can MacGyver it for my own use.

You can use the web interface to the HMC, but you'll need to have an FTP
server somewhere in your network that the SE can reach. Put the three
"starter files" on it (kernel, parmfile, initrd) as well as the *.ins
file that describes those three files. Select the "Load from Removable
Media or Server" task and specify the IP address of the FTP server, and
the path to the directory that contains the *.ins file for Red Hat.

However, the ISO and install.img for the installer phases following the IPL
typically reside on a Linux filesystem and I have no idea if and how you could
create such under z/OS.

Not sure if this still works with RHEL7 as I could not find the preparation
documentation any more, just how to IPL from something that was already 
prepared:

Alternatively, installation over network is an option, if you want to avoid
using HMC storage for IPL/install. This requires the preparation of some

Never heard of it.  There's nothing documented in RH install book.  It is 
the installer program that you boot from DVD that puts the stuff on disk 
so you can IPL it.

The only other way to load an LPAR is to use ftp/ftps/sftp, but since 
you're on a z13, you have to break open (e.g. with a VPN connection) the 
HMC-SE network to allow the SE to reach the ftp server.  (As of z14, the 
HMC now acts as a proper transparent ftp gateway.)

That does not compute.  You just need an LPAR definition that doesn't have 
access to z/OS resources and your need your HMC limited to only the LPAR 
or LPARs over which you exercise administrative authority.  You are, of 
course, personally responsible for your behavior w.r.t. those LPARs.  And 
apparently the Keepers of the HMC feel that only THEY are qualified to 
touch the Holy Keyboard and not accidentally do anything?  If so, send 
THEM the DVDs and let THEM stand there and put them in as you direct.

The emotive "security concerns" surrounding access to the HMC is a 
venerable ghost story, still told today around campfires to scare the 
young sysprogs.  Think of it as being sent on a zSnipe hunt.  You'd think 
that in the year 2019 people are still logging on SYSPROG with the default 
password, with access to Everything Everywhere. As a "break-glass" ID, 
sure, but not for day-to-day management.   (Gr.)
