I am running SLES10 SP2. With SP2 can you go to SP4?

No.  I would question why you would want to upgrade from one out-of-support 
release to another out-of-support release.  Why not install a fresh copy of 
SLES11 SP3 or SLES12 instead?

There's no direct path to go from SP1 to SP4, according to the following
(official!) document:

This means, as far as I can understand, that you'll need to use its boot
media, to get from SP1 to SP2 to SP3, then SP4.
