The best would be a list from a network administrator.

If the request comes from a user, I resort to whois queries based
upon their IP address.

A more automated approach would be to extract prefixes via a
BGP feed from an ISP that peers at the HIX, but the problem is
getting an ISP to sponsor such a feed.

What is your manao on the best resource to find netblock info?
I've found searching for CIDR info via whois unreliable at best.

Most wikis store revisions to the wiki pages. So removing the
spam manually is simply a matter of reverting to the version of
the page right before the spam was made.

I thought about restricting access to just Hawaii IP addresses,
but I have not received netblock updates in a long time. (Road
Runner employees are you listening? :)

The ultimate solution would be to enforce authentication, but
I still want to take the anarchist approach here and make it
possible for anyone in the world to be able to modify the wiki
contents; at least until things get out of hand.
