I never had that problem, but I have had some issues with the panel before. 
What I'd say you can try is to move your panel config to a back up, and restart 
the panel. mv ~/.config/lxpanel ~/.backup
 Then you can either logout and log back in, modify the panel to your liking 
and the config should stay the same and have a permenant desktop switcher. 
Let us know if that helps!

Thanks for the suggestion! I did:

but unfortunately it did not help.

The other thing you might try is moving the openbox file which is in 
~/.config/openbox

lubuntu-rc.xml
You might also try restarting the display server instead of just the 
panel (this assumes you have lightdm... if you use slim or something 
else sub it for lightdm)

sudo service lightdm restart
Are there any other problems graphically?  or is this just related to 
the panel only?

You can also move the ~/.config/lxsession folder as well.
and you can also try removing ~/.cache/lxsession && ~/.config/openbox
If I have a huge problem happen, I usually move my whole ~/.config 
folder and move things back one at a time to see where my issue was...

I did the following:

uni@Seagate:~/.config$ mv openbox ~/.backup/
uni@Seagate:~/.config$ mv lxpanel ~/.backup/
uni@Seagate:~/.config$ mv lxsession ~/.backup/
uni@Seagate:~/.config$ lxpanelctl restart

This did not help.

Subsequently I did:

sudo service lightdm restart

This resulted in a black screen with the message:

* Starting TIMIdity++ ALSA emulator

only by rebooting I was able to quit this screen.

I upgraded Lubuntu 13.04 twice on different devices, and in both cases this 
problem with the desktop switcher (or: workspace switcher?) is found.

Any customization I have done with my system is totally by GUI means.  
The one I know of, is that I made the panel a bit higher than normal (32 
pixels).  I don't use command-line means of customization, because in my 
experience, I forget how to do it, so it doesn't get done on the next 
release.


Normally, the two desktops I have appear in the task-bar (panel) 
switcher, and work without any problems.


But sometimes, one (or both of them) get covered by the taskbar background.

I recognized it because I have configured my panel to be a bit larger 
(in the vertical dimension) than the default, and the panel background 
that obscures it doesn't go all the way to the bottom (it seems to 
assume a normal-height panel).


I don't know what triggers the problem.  It just occasionally 'happens'.

I can make it go away by clicking on any desktop panel entries that are 
obscured.

Thanks, this is in any case an improvement! The desktops are shown in the panel 
now. It is still not perfect, sometimes a white (but smaller) bar is drawn over 
them.

Hmmm... I am not sure where to go from here
 I am running 14.04, and I always do a fresh install... so I have never 
experienced this issue...
 Of course I keep my /home in a separate partition and have had problems that 
can be fixed by moving the configurations Have you checked to see if anyone 
has reported this bug (on launchpad, or elsewhere)?
 Maybe someone else will have something to add here...
 But, I should ask are you using other DE(like xfce, or unity, kde, etc..) as 
well as LXDE(Lubuntu-desktop)?
 
 When you restarted lightdm, I should have mentioned (sorry, I forgot) that you 
should drop to a tty to do it (Ctrl + Alt + F1) so the error you saw was 
probably related to doing that from a terminal... sometimes I forget people 
don't use the terminal and tty as often as I do, and may not naturally go to a 
tty for those kinds of commands... I hope I will remember that next time :)
 
 The only other off-the-wall thought I have is that it could be something in 
gconf/dconf... but that is just a shot in the dark, as it seems to me that it 
is either a bug in the code, a conflicting old config file, or some weird 
artifact from 13.04...

I am running 14.04, and I always do a fresh install... so I have never 
experienced this issue...
Of course I keep my /home in a separate partition and have had

The best is not to upgrade Lubuntu, but first remove completely the older 
version, and subsequently install the new version. Then all is ok (apart from a 
lot of work, i.e. reinstalling everything).

Just to illustrate differing in approaches, what I do (that works fine 
for me) is the opposite.


I usually upgrade, and I never have /home in a separate partition 
(though I used to have /home in a separate partition years ago).

Just to illustrate differing in approaches, what I do (that works fine 
for me) is the opposite.


I usually upgrade, and I never have /home in a separate partition 
(though I used to have /home in a separate partition years ago).


I like to test the installer for every new release, as (for me) I think 
that is what new users will use, and I like to make sure it will work as 
expected, and go smoothly.  I have been pleasantly surprised in the past 
couple of releases to find everything going exactly as I had hoped with 
no bugs.  It also goes remarkably quick.
I'm glad you do it the other way, though as we need people to test 
upgrading through that method!
I keep /home in a separate partition for recovery purposes, as I 
sometimes do some wild things to my testing computer :) and I like to 
not lose everything if I bork my system badly enough.

This is just how I do it.  It works for me, but I don't claim it is best 
for anyone else.


When a new release comes out, I download the Live-CD (Live-DVD) ISO, and 
try running with it to make sure everything I need seems to work properly.


In some cases, I create a Live-USB from the ISO (with a persistence 
file, so changes I make (installed software) are saved on the bootable 
USB).  On such a USB, I have been able to install my full suite of 
required software & applications.


When I am satisfied with the new system, I save things (like my FireFox 
bookmarks) in my migration folder.  Then I back-up everything in my 
home-folder (used-id) to an external hard-drive in case the upgrade 
doesn't work.


I then apply the latest updates, after-which it offers the upgrade to 
the new level, which I select (assuming I have a few hours available to 
hang around for it to complete).


If the upgrade works, I am done.  It has worked on every release since 
the 11.10 release.


If it doesn't work (it hasn't failed since 11.10), I install the system 
from the Live-CD (or Live USB), re-install the software and applications 
I use (a lot of work), then restore my home directory from the external 
hard-drive.  In this case, I would import my FireFox bookmarks from my 
migration folder (where I exported it earlier).
