This was true at the time CTAN people had no direct access to the
www.ctan.org URL.

Since a year (or more), www.ctan.org redirects to the mirrors and is the
preferred address.

Actually, the CTAN team always advices people to use mirror links, not
direct links. That's why we started to systematically use mirror links
some time ago.
