Paul,
thank you, that does the trick! Actually, step 3 (loading the fix-cm package) 
is sufficient. Once I add that package, the initials are scaled properly.
The DefaultLines counter in the preamble sets the default number of lines for 
the initial packages, so that I do not have to configure the "lines" option 
every time.

Does the attached do what you want? Here's  a list of the changes I made:

1. I switched the language from German to English (US) to get rid of an
   error message I was getting related to the babel package. You should
   not need to do that, and it should be unrelated to the drop-caps.
2. I commented out two lines you had in the preamble (unnecessary, at
   least for the drop-cap).
3. I loaded the fix-cm package (critical to getting a big enough
   initial capital).
4. Putting the cursor just inside the "Initial" inset, I selected
   Insert > Options and added the option "lines=3".

I am trying to use the Initials package with initials set over three lines. I
