  Regarding the importing of ascaii text you can always import it directly as
lines, look for Insert-Ascii file as - Lines. Tell me if this doesn't work

  2) I can't find any sgmltools setup which would be able to cleanly
 process the LyX exported SGML into HTML. I have tried the sgmltools
 and jade packages from the SuSE 6.1 distribution as well as various
 versions of those tools which I downloaded from the Internet.

  The right sgmltools to be used directly is sgmltools v2.3, That is only available
as a cvs version for now.
  What were your problems? I have some suspects, that could help you...
 
 I will now send a test version of the LyX exported SGML to the
 maintainers of the Linux-HOTWO database and see whether those experts
 can produce HTML out of it.
 
 Any hints/suggestions are welcome. Any Linux-HOWTO Authors hanging out

  The main concern should be to change the header to the new format.

  The name layout in docbook is different (that is docbook dtd related).
Also delete any toc appearing in the document, they are now tretead
differently from linuxdoc.

example file...

  There is already one rpm source an binary available at ftp://ftp.sgmltools.org

of trying to use the available. That's why there are problems of co-existence
