It sounds like you are running the Apache that comes with Mac OS X
10.4 and earlier, not the one MacPorts installed. Go to Personal Web
Sharing in the Sharing preference pane in System Preferences and turn
it off. Then you can start the MacPorts apache2 server.

The apache2 source contains the apache2 manual, and MacPorts installs
that.
