On my M1 MacBook Pro yesterday I set up VoiceOver to start at the login screen 
all over again. When it restarted, VoiceOver worked fine. Today VoiceOver did 
not start at the login screen so I was very glad to have the hint to tap twice 
on the touchpad! That did work!

Using VO navigation you should be able to easily find it.  I checked in Big Sur 
on a 2013 MacBook Air and in Monterey on a 2015 MacBook Air and was able to 
quickly find the button with VO-right.

• open System Prefs.
• type user then press VO-space.
• VO-FN-right then a few VO-lefts to find the lock.
• VO-space on the lock and enter password.
• VO-FN-left to get quickly to the top, then VO-right a few times to get to the 
list.
• Interact with the list and VO-down to the Login Options item.
• stop interacting with the list and VO-right until you hear Accessibility 
Options.
• VO-space on it.
• Interact with the table and VO-space on VoiceOver to have VO be on at the 
Login screen.
• VO-space on Apply.
• close System Prefs.
• restart your Mac to test.

There are  no such setting either on my Monterey.

Well, that’s an issue.  They are sticking for me in Monterey 12.3 on an M1 
MacBook Pro.  I have had them go away after an update, but they are sticking 
within a MacOS cycle for me.

I usually single tap twice. But I really don’t think it matters at this point. 
I’ve double tapped and it still works. It is a very strange issue. I do not use 
file fault. I do have MonteRay.

I used to have issues with Big Sur but not with Monterey. Using a Macbook Pro 
2019. It has the t2 chip which could b a factor but I also use File Vault.

Probably. I am calling the thing in front of the spacebar on my MacBook Pro the 
track pad because of the trackpad commanders. Not to be confused with the 
touchbar above the number keys that everyone but me despises.
