Sure did.  Ended up calling apple support.  I guess this is a known problem,

Done,, all devices report the same numbers.  41GB used, but 21gb for iCloud 
photo library, backups 3gb, documents 2.gb, and the rest is so small, I know it 
doesn’t account for the rest.

Not that most documents should make that big of a difference, but take a look 
at the iCloud usage on your other devices signed into the same Apple ID.  
Things like iPhones, iPads, various Macs etc.  When you look at the usage on 
one device, it doesn't always report all the app data usage of other devices.  
For example, if you had Pages syncing to iCloud on your Mac in the past, but 
not on your iPad, when you go to iCloud Storage on your iPad, Pages will not be 
listed.  The Mac or iCloud.com  has the most accurate 
information.

Well, in iCloud settings, it tells me 41GB is being used, but my iCloud photo 
library only taking up 21GB, and documents taking up 5gb, and I have deleted 
all backups.  So where is the rest, messages and mail don’t even equal a GB.

Hi,

A few things to try.  Go into System Prefs on your Mac, and make sure that 
What's App is not checked.  Also, on your Mac, from the Finder, press 
cmd-shift-i to open the iCloud directory.  If there's a What's App folder 
there, throw its contents in the Trash.  You could also check What's App in the 
iPhone Settings area to see if you can turn off iCloud syncing from there.

Hi,

Your iPhone does not backup specifically by app.  The iPhone doesn't even 
backup the Apple apps that are stock to the iPhone.  During the backup process, 
the layout of the iPhone screens is saved, markers for each app are recorded, 
settings are saved, and some local data and media that is not already kept in 
iCloud is saved.  Subsequent backups only record changes which all keeps the 
backup quite small in comparison to what's actually on your iPhone.  When you 
delete specific apps, their data is removed from the iPhone, but not 
necessarily from the iCloud storage location.  To save space, you can delete 
any old iOS device backups totally, you could tell iCloud not to save data for 
certain apps in iCloud itself, and/or even delete the backup for your current 
device and start from scratch.  The 5 GB free storage amount is usually fine 
for straight backups but when you start including photos, multiple device 
backups, multiple app syncing etc, you're going to run out quite quickly and no 
real tweaking will fix that unless you get rid of much of the iCloud media like 
photos or documents.  Most sync data and settings are not sizeable enough to 
make that much of a difference.  The next plan that's about $1 a month usually 
fixes all storage problems by giving you 50 GB storage instead of the free five.

I need to reduce my iphone backup, because my free storage is almost full.
I went to the manage storage, backups, I choose the app thas t i don't want it 
to be backup, i tern it off, and it asked me to remove the data, i hit ok.
