As to the spoken message, I have a suspicion that it is simply getting cut off by another announcement. After all, especially if you have applications set to re-open upon starting your computer, VO will have a lot of things to tell you and the welcome message (different from the dialog) could simply be getting lost. The option to display the Welcome dialog still exists, but, effectively does nothing. You can still get the VoiceOver quickStart via the VO+Command+f8 keystroke, but, unless a new user knows this, he may never get the Welcome message for the first time.
