From what upstream said, it sounds like some users of the icu library don't use

the affected part, and so maybe they don't all need rebuilt, but if they do,

That's probably the case, since the issue that was fixed it seems was
unintentional ABI breakage in the previous version (50.1.1).  It's unfortunate
that fixing that necessitates a rebuild, but not surprising.  Still sounds like
a good thing to have fixed though.
