MI Hazard Assessment

Hello,
I work for a small regional inter-government organization in the Pacific
called SOPAC (South Pacific Applied Geoscience Commission).  
I work in the "Hazards Assessment Unit" and we are working under the
auspices of the "Pacific Cities Project" (which was tailored on the
Australian Cities Project).  We are in the process of trying to expand our
GIS database so we can utilize it for rapid damage assessment; planning;
hazard and disaster management; and more.  The problem that we have though,
is that we need to figure out a way that we can tie together the limited
hazard information; census and building information in each of the Pacific
cities we work in; and also identify data gaps.  We are hoping to tailor a
method that we could use in the region with this limited information.
Our primary software is MapInfo with a few addons such as VM2 and Discover.
We do a little work in MapBasic.
I would be very grateful if anyone with any experience in these applications
or any ideas regarding the integration of information or data layers
(especially for the purpose of damage assessment), to please contact me.

SUM MI VM2

Thanks to James Harvie, Ole Gregor and Eric Maranne I was able to get some
sort of headway on this.  I've cut and pasted most of the solutions from
emails that were sent to me.
1.  When using Grid Splicer to add building footprints to a DEM you have
to be sure to use the correct splicing method.  This will depend on which
elevation value each building footprint is attributed with i.e. the height
of the building above the ground or above sea level.  Generally it is the
building height above the ground and it sounds like from your problem that
this is the case.  In this situation you should use a Merge using the
Maximum as the calculation method.
The other method was to use the grid calculator and add the building heights
grid and DEM.
2.  This is not possible without the base option selected.  I've seen it
done using the 3D add-on for ArcInfo.
3.  James' solution - For example if you wanted to show a street network
file in 3D but you don't want to see the DEM you would do the following.
First place the grid and the street network file in the same Map window.
Next, open the Layer Control and make the grid invisible.  Next, make a
drape of the window.  Finally, in GridView open the DEM and the
corresponding drape file. Make the DEM totally transparent which makes it
invisible.  
The drape files are still created with an opaque white DTM still viewed in
the background.

SUM: MI Missing *.ID

The solution offered was ensure the 4 basic MapInfo files (*.dat, *.tab,
*.id, *.dat) were all located in the same folder when copying them.  This
included files of 0kb.
It seems that one has to manually open the tables from each folder instead
of opening from the *.tab listed under the File menu.  This does not always
work.

When opening tables from different directories I usually get a message "File
*.ID not found".  The message pops up regardless of whether the files are on
the same drive or on different drives.  I operate on Windows NT, MapInfo
5.5.  I did notice the same problem with the previous version of MapInfo but
only with files located on different drives.
I am down to getting the machine rebuilt however any other non-invasive
solution shall be much appreciated.

MI Create points

I've tried to map a table of positions using Table\ Create Points but
haven't had much success.  The points appear as much as 2km out in both the
northings and eastings!  I tried creating the points using Discover but
Discover keeps blowing.  Has anyone else come across the same problem and
found a solution?  Please share it with me.
