This paragraph was taken from No Child Left Behind, Pres. Bush's education 
agenda.

Consolidates Categorical Grant Programs to Send More Dollars to Classrooms. 
Overlapping and duplicative grant programs will be consolidated into one 
flexible grant for innovative programs and sent to states and school 
districts. Funds may be used for local innovative programs, as well as to 
provide choice to students in persistently failing or dangerous schools so 
they can attend adequate, safe schools of choice.

I wonder, if instead of trickling the funds through several levels of 
bureaucracy, allow each classroom teacher a budget of say $1500 to create 
their own "innovative programs."

First,  I'd like to point out that there is no such word as 
"tutorer".  The word is tutor.  As regards this occupation, I have 
the utmost respect for anyone who tries to help children in any way. 
I wrote that I tutored before and during my teaching career, but it 
cannot compare in difficulty to teaching in front of a classroom.  A 
tutor does not have to spend hours grading papers or many of the 
other tasks that we who teach many more children have to.  My 
children go to schools with very small classes and can't understand 
why I can't get my papers back the next day.  I point out that I have 
about 150 students while their teachers have 10 to 20 all day.  What 
I couldn't do with that few students!

The money will be spent on reading and math and security.  I have seen how 
these block grants work.  Everything that is valued in a student's well 
rounded education is left behind.  Art, music, science, social studies, etc. 
are all left to leftovers.

The only thing that keeps science in the schools right now is the Eisenhower 
dollars.  Just look at the report card - math and reading skills are broken 
down to their essential elements.  Students get multiple grades for reading 
and math skills. Everything else gets one lump grade.  What a pity.  I do not 
at all favor block grants.
