No pink slip, no sale. That’s my attitude about buying cars in the PRK. It’s 
just too much hassle. When you see the “no pink slip” or “no title” figure that 
it’s probably cost-prohibitive for the owner to get the paperwork sorted out 
and they’re just kicking the can down the road to the new owner.

California is the only state I know of, although I’m sure others do it, where 
you have to pay an annual registration on non-operable vehicles. Can you 
imagine what that would cost for Okie Acres or Floyd’s collection if they lived 
in the PRK?

Early W210s are flakey and should be avoided.

These also had electronic locking on the driver’s door only, no hard key. That 
means if the central locking system fails, and they do, you’ll be getting in 
and out using the passenger door.

Something is making metal to metal contact, relative to engine speed, so it
is a moving internal part, and sounds deadly, engine life wise.
Timing chain? or is this year not in that era?
In any case, trailer it to wherever you work on it.. and look for metal in
the oil and filter, whatever you find as the problem won't be good, or
cheap, and most likely it won't be just one little thing.. it will have
taken damage to multiple internal systems with a hammer noise like that.

Indiana requires registration of any vehicle you own if it is being operated on 
public roads. They will collect delinquent registration years when you renew, 
but not from subsequent owners.

Our county zoning further requires any vehicle that is parked outside to be 
registered. Also vehicles may not be parked on unimproved surfaces.

Uhhh, not quite true, I think.

I’m almost positive you can file an affidavit of nonuse if you’re not planning 
on driving it on public roads. At least I did these in the past when I lived 
there.

Can’t address the county zoning, but depending on where you live and the 
proximity of your neighbors, I would question if you would get busted for 
having some cars out behind your house/garage, especially if they weren’t 
visible from the street. Certainly, the area around there can be quite rural, 
so I’m wondering how they could/would enforce this.

Yes you can file an affidavit, "the Affidavit of Nonuse allows a person to 
avoid a registration administrative penalty when the person is ready to apply 
for a certificate of registration. The Affidavit of Nonuse does not exempt a 
person from owing registration fees or taxes upon registration."

So I'm not really sure how that works, as I've never used that form. You avoid 
any penalties for non-registration, but it's not entirely clear to me if you 
still owe the registration fees since time  of purchase (or maybe for the 
current year?), or only starting when you put the vehicle into service.

Yeah the county thing is mostly not enforced, unless you have complaining 
neighbors. It's mostly on the books to give them some ability to deal with 
properties that are turning into informal junkyards.

[MBZ] OT Medicare Questions

Yes, I do realize the system will be bankrupt by 2025 or so. That doesn't stop 
time, and I will be sixty five soon. I am employed and have what would be 
considered a "Cadillac" health plan. I am in good health with reasonably good 
genes and no bad habits (i.e. no smoking, no alcohol, no illicit substances) I 
take supplements (vitamin d, ect.) but no medications. I almost feel guilty 
pecking that out on the screen.

Anyway, I am getting inundated with junk mail, and spam calls regarding 
Medicare. It is my understanding that I don't have to sign up, if I don't plan 
on retiring at 65, and I don't. Is that correct? Also, stay away from Medicare 
"Advantage" plans? What is an accurate resource to go for information?

Getting this correct, and not getting permanently screwed is important.

Let’s put it this way:

I probably did 5-10 of those over the years, and every time I did I did not pay 
anything in the way of “back” registration. It was always as if this was the 
first time the car was being registered for use on public roads in Indiana. I 
would have to read what’s in the code, but that’s the way it used to work.

At one time I had three VW Beetles in various states of disassembly at the 
house I grew up in on the Southside of Indianapolis. I’m pleased to say that I 
put all three of them back on the road, too.

Rick,

I’m in the same boat as you - a year out from 65 this month and getting spammed 
by all the supplemental plan sellers, not Medicare itself. Here’s my advice:

1.) Consult a professional. It’s money very, very well spent. They know exactly 
what to do, how, and when.

2.) I am nearly 100% positive that you must sign up for Medicare at 65 or you 
risk not getting it or getting significantly reduced benefits as a penalty. 
We’re not planning on bailing out until 66 and 10 months, our 100% SSA vesting 
point, so we’ll continue to have health coverage under our employers until that 
point, or so we expect.

3.) Consult a professional.

Kind of like Kaleb’s toasty stove, sometimes it’s better and cheaper in the 
long run to pay a professional. Especially when it involves your financial 
future.

We use a “wealth manager” at our credit union to provide our planning needs. We 
gave him a few things to do a year or so ago with some discretionary funds we 
had, and he did great things with them, so we signed on for planning with him. 
I just finished the worksheet last week and we’re seeing him on Wednesday. I’m 
really interested to see where we’re going to come out. OK, I think, but I’m 
not a financial planner nor have I played one  on TV or stayed at a Holiday Inn 
Express last night. We don’t expect to live a lavish lifestyle by any means, so 
I think we’ll be OK. My biggest concern is the shock of going from work to not 
working, both from an activity point of view as well as a financial one. When I 
was at Kohler people were retiring all year long (5,000+ employees) and the 
ones that did well after leaving were the ones who had clearly established 
plans for what they were going to do. Like on a daily basis, not generally. 
Establishing a routine, getting out, staying active, that sort of thing.

I know little about it myself but check your employee plan, some may drop you 
at 65 and require you to go on Medicare, but as I understand it that is only 
possible for "small" employers.

There's the point of view that if you get Medicare Part A for free, why not 
take it?

Also if you have an HSA be careful about contributions the before you go on 
Medicare as HSA contributions are not allowed if you're on Medicare and may 
incur a tax penalty.

Medicare Advantage plans may restrict providers, deny preauthorization 
requests, and have been accused of incentivizing doctors to manipulate 
diagnosis codes.

I'm a few years away from seriously looking into this for myself. I'm pretty 
much like you -- healthy (knock on wood) and generally stay as far away from 
doctors as I can.

To me it sounds like like any government program, you're up against a 
bureaucracy and associated manipulative people who know a lot more than you do 
about what you are getting into.

If you have a trusted financial advisor you might ask for advice. Or just do a 
lot of homework.

If you have a "qualifying health plan", IIRC, you do not activate
Medicare until you no longer have that health plan, but you do need to
sign up and tell them you have that health plan.

I think your employer will turf you off to Medicare when you turn 65 so you 
don’t really have a choice in the matter.  Saves them money. 

When I got Medicare I found a secondary plan that covered my particular doc and 
hospital system provider here in Chastun. It’s less than $40/month. There’s 
some dental coverage too, nothing great, mostly just the checkups. It also 
covers a gym membership which is pretty much the monthly cost of the 
supplement. And I get like $100/month credit to go buy over the counter stuff 
(and it’s kinda random what it is but it’s a good deal) at 
CVS/Walmart/Walgreens. If you do your annual doctor visit or something online 
you get another $150 credit. Most meds are covered in varying amounts. 

You need to see what plans are offered in your area and what they cover. Your 
benefits person at your job can probably help sort through them. Or maybe 
there’s some consultant who does that, maybe you can get your company to pay 
for it?

Those things were not particularly desirable back in the day, kinda cheap basic 
transportation. I think they were fairly reliable since there isn’t a lot to 
them. I vaguely recall someone I knew having one. 

My mother at some point got swayed by TV adverts for a Dart with a fancy paint 
job, I think they had yellow and some other gaudy colors with decals of a bee 
or something in a wraparound thing around the rear end.  She liked the coupé.  
I went with my parents one Sunday to look at one at a Dodge dealer (my dad was 
all GM) and after a few minutes my dad pronounced it “cheap junk” and that was 
that. My mother generally deferred to his views but she knew enough to totally 
agree. Of course it was not a big land yacht with big V8 so that was 2/3 
strikes. My mother liked them big V8s too and encouraged me when I was learning 
to drive to use their capabilities.

I’ll be connecting with our benefits people as well in the near future, but I’m 
pretty sure I won’t get kicked off the County health plan I’m contributing to 
unless I stop working - period. I also know that despite not being in the state 
pension plan (I cashed out years ago when I left FL for IN but got back into 
their 401k “investment” plan when they changed the laws a few years ago) I get 
something like a $150/month stipend towards health insurance premiums from 
that, too.

Like Geddy Lee said, “Ten bucks is ten bucks.”

I think half the battle is getting all this crap organized and laid out so you 
know what to do and when to do it and with whom.

Our benefits people farm out SSA and Medicare stuff to a consultant, which is 
fine. They pay for it, I don’t.

When I got Medicare I found a secondary plan that covered my particular doc and 
hospital system provider here in Chastun. It’s less than $40/month. There’s

supplement. And I get like $100/month credit to go buy over the counter stuff 
(and it’s kinda random what it is but it’s a good deal) at 
CVS/Walmart/Walgreens. If you do your annual doctor visit or something online 
you get another $150 credit. Most meds are covered in varying amounts.

You need to see what plans are offered in your area and what they cover. Your 
benefits person at your job can probably help sort through them. Or maybe 
there’s some consultant who does that, maybe you can get your company to pay 
for it?

means, so I think we’ll be OK. My biggest concern is the shock of going from 
work to not working, both from an activity point of view as well as a financial 
one. When I was at Kohler people were retiring all year long (5,000+ employees) 
and the ones that did well after leaving were the ones who had clearly 
established plans for what they were going to do. Like on a daily basis, not 
generally. Establishing a routine, getting out, staying active, that sort of 
thing.

I had a friend/neighbor who had one of the coupes, it was white with a black 
vinyl top. I don’t recall much about it other than that it was quite plebeian 
and basic, but pretty reliable. I do recall working on it occasionally - I 
think it had a slant 6?

And who to trust. My father-in-law fell for a lot of life insurance "scams" in 
his later life, he had easily half a dozen different policies that didn't end 
up paying out a whole lot when he died. God knows what he paid for them.

Probably too strong to call them scams because they did pay what they said they 
would but from my arms-length observations they were not a good deal.

That’s why we went with our credit union. We’ve been members there for close to 
30 years and are familiar with their professional services, which have always 
been top-notch. Despite that, we still gave them a practice run to see how they 
performed and they did well, so we’re satisfied.

We are on Medicare also - and have a supplemental plan that covers everything 
that Medicare doesn't. We don't have part D (drugs) because we had no 
prescriptions at the time. My wife as had a few since then, and does have one 
now, but the part D premium is far more than the cost of the prescription.
From my perspective, part D was written by the pharmaceutical companies for 
them, not us. Total ripoff. Same with the "Advantage" programs - they are an 
advantage for the insurance companies, not you. They were a response to 
pressure from the insurance industry to let them in on geezer demographic. 
Follow the $$$.

Functionally, our Medicare parts A & B plus the supplement are providing the 
best health insurance experience we've ever had at a lower cost. I was worried 
before retiring, but am now a firm believer in single payer none profit run 
health insurance. Everything else is a ripoff.

I forgot to add that if you don't enroll in part D initially, you have ta pay a 
penalty for every year you didn't have it if you try to get it later - totally 
a money grab by the insurance industry. There is no government part D, it's all 
individual insurance companies - you have to find the plan that gives you the 
lowest prices on the drugs you take, and not all drugs are covered by any one 
plan. Worthless system.
