I could see $7k maybe, with the miles and provenance. It’s sat inside a long

I agree with Dan. It is a 1999 car. It isn't going to be perfect. Some 
are not so perfect when they leave the dealership when new.

I agree, its mold or mildew. I've had it happen on cars that have been in the 
garage for a while. Not under the dashboard glass, thankfully, but I've seen 
white mold/mildew on the steering wheel, on other plastic surfaces, even on the 
seat belts. I wipe it all down with a mild bleach solution and that seems to 
stop it for a while.

cluster. There is really no cure, short of disassembling the cluster and 
cleaning it out. There have been a number of people who have tried various 
methods/materials with varying results.

It’s indicative of the car being stored in a dark, cool environment with some 
humidity, like in a cold garage on a cement slab.
