you should have about 23 or so vacuum on either port.

The T on mine was cracked right where the line from the Vacuum pump
meets the bottom T - it wasn't obvious - had to look hard to find that
leak.

brake booster, the other is a smaller port that appears to handle the
emission control system.  Does the pump supply vacuum to both of these
ports?  I have vacuum on the brake booster port, but not on the smaller

No, I don't think so.  (Assuming you disconnected all the potentially
leaky stuff and just hooked up a vacuum meter.)

This seems to indicate the small port is plugged.
There is supposed to be an inline filter fitting where
the hose from the small port to the + connector to
intercept the dust/particle in the line. Without it
the small port will be clogged up over the time. The
small plastic inline filter (has mesh in it) is a MB
item. I had ordered two from Rusty years ago but can't
seem to find them at this time. Check to see if the
filter is still there or clogged up. Now another
possibility is to remove the small port from the
vacuum pump and clean it but I have no idea if it is
doable...

Both ports supply supply vacuum. The larger one for the brake booster 
and engine shut off and the smaller one for most of the other vacuum 
consumers (EGR, climate control, transmission, etc.).
