There are several State Troopers in this state {Connecticut} that will divert such cars to the side of the road, wait until the road hazard is clear and than go over and explain the laws to the folks that are in a bigger hurry than I am. I always give them a thumbs-up sign as I go past. Pardon the rant here. Stupid driving bothers me. I honestly don't see why anyone would care if people are cruising in the shoulder...they are the ones risking the ticket...opening the shoulder in high traffic reduces traffic by 40%i saw it in the history channel on the show modern marvelsthe german highway patrol allows it on the autoban.
