This one was an 87, but it had a broken valve, trashed head and
piston, and signs of other mediocre care and feeding (cheap respray
that was now peeling off in sheets, electrical hackery, etc).

considering a guy has 2 of them he wants me to buy, $2500 for one and 
$3500 for the other.  Both run and drive fine, one has a new head

yep.  I would bet the rocker switch was to turn on the ac compressor. 
Just a wild guess, the klima relay went out and instead of replacing it 
they put the switch in.
