Its easy enough to tell if somebody has studded tires when somebody drives by. "Is it hailing?" But yeah, are they going to station police on every street listening for studded tires? Will there be "stud runners" (clever double entendre there no?) bringing tires into the state? I've never found studded snow tires to be a big advantage over regular snows although I'll admit I've not got a lot of time on them. Snow tires are much better than all-seasons, good all-season tires are better than regular onion skins... In the past I've run cheap onion skins in summer and cheap snows all winter.
