99% of the time, studs are no different, or slightly worse.  For some of us, 
though, that live on very icy hills,
the studs make a _huge_ difference on the luge days.

 Its easy enough to tell if somebody has studded tires when somebody drives by. 
"Is it hailing?"
But yeah, are they going to station police on every street listening for 
studded tires? 
Will there be "stud runners" (clever double entendre there no?) bringing tires 
into the state?

Somebody hasn't thought this through.

Snow tires are much better than all-seasons, good all-season tires are better 
than regular onion skins...

In the past I've run cheap onion skins in summer and cheap snows all winter. 
Both VWs have pretty nice all-seasons on them right now and I'm thinking 
they'll stay that way until next winter, we've been lucky this year with 
basically no winter...
