I live in New York.  The inspection is a piece of cake... It is only $10 I 
think for a diesel.  Most places barely check the car, some dont even check if 
the lights works, usually takes me like 10 minutes to get the thing done.  Dont 
be a sucker and go to a place that they say leave the car and we'll call you 
when its ready!  I only go to places that do the inspection right away.  -Dan  
ps - maybe if the car looks like it is ready to crack in two due to rust they 
will check it over.

I remember inspections being pretty tough, but that was in the 70's.
 
I also remember that on a quite night, you could hear a Ford rust..
 
Seriously, New York State discovered years ago that if they applied enough
salt on the roads, the roads would never freeze. I've even seen the
spreaders out in anticipation of snowfall! They do it to save money. Salt is
cheap - a spreader can salt a road at a pretty good clip. But plowing is
expensive - the trucks run slower and the plows need maintenance. The down
side is that all of the residents pay indirectly through corrosion. I'll bet
that the total cost is higher than if they would back off the salt.
 
My Wife's company relocated her to the Milwaukee area. She saw a lot of snow
this past winter and I was up for some of it. I saw a lot of plowing and
much less salt than I've seen in the Buffalo area. I also see a lot of older
cars in the Milwaukee area.

And don't forget the Cargill salt mine on Cayuga Lake. The local county
there used to have the highest ton per mile salt usage even though
further north they had 2-3 times more snow in Buffalo and Syracuse.
Support local industry, I think was the idea.

Spent 12 years in the salt belt in the Finger Lakes.
