 Absolutely, its amazing what even cheap snow tires can do.
The problem in something like a Crown Vic is the power to weight ratio is not 
in your favor for snow driving, thats going to make it tail happy.
As far as I'm concerned a 240D manual trans with good snow tires is the perfect 
snow vehicle, decent ground clearance, not much power, good suspension, good 
control and good feedback. To get better you need 4wd which tends to encourage 
overconfidence and gets you into trouble...
That said my Dodge 1500 with General Grabber AT2 tires eats snow for lunch. We 
got 8" of snow when we were at camp last November, my Dodge was unstoppable 
heading in and out of camp. One of the other guys had a Chevy with "all season" 
road tires and got stuck.

Good winter tires make a huge difference to most vehicles.

Then they either were not good winter tires or you needed some weight in 
the trunk.
Front heavy vehicles are sometimes not so wonderful in snow. I had a 
short box Chevy pickup that would not back out of our driveway unless 
there was some weight in the box.

Current ice radials generally work pretty well.

I had a 2002 Crown Vic for a company car. It was a boat and really lousy in the 
snow, but was an otherwise reliable and actually pretty economical car to 
drive. Very comfy, too.

I like the Grand Marquis and Crown Victoria but I would want the 2011 
which I believe is the last year they were made. I had one of each as 
rental cars back when they were new and they were nice cars.
