I started off using the kernel command line given in the default image built by the BSP, which includes: acpi_enforce_resources=lax video=efifb:off vga=0x318 Dropping these seems to have solved the problem. The console doesn't appear to have any messages that give a clue to what's going on. I can get the boot to continue by inserting or removing a USB device (including inserting a 'random' USB security device). Once booted the system runs normally.
