This is the route that was taken with the old and broken Net::IRC module
I believe.

I'd be more than happy to contribute but only if that would
provide any value.
In this case I think there's more value in removing this broken
module, there are much better alternatives.
I understand this is a problem with CPAN's nature, but there must
be a line somewhere.


Taking it over only to deprecate it might be a solution.

You can write a review to let people know what's wrong with it and
about better alternatives. Ratings are prominently aggregated/linked to
on search.cpan.org and MetaCPAN.
