I could be wrong, but that is what it sounds like it means to me. I don't think it is necessary to change the phrasing since you can only have one state for a certificate as far as I know. I would say "California". I have an image of this dialog, http://w1.611.telia.com/~u61107843/mozilla/cert.png that shows the details that are being displayed to the user. "L=", "ST=" and "C=" seems to mean location, state and country.
