It sounds to me like it would mean whether or not the certificate has 
expired, making it invalid. I could be wrong, but that is what it sounds 
like it means to me. I don't think it is necessary to change the 
phrasing since you can only have one state for a certificate as far as I 
know.

english is not my mother's tongue, but from what i understand, the last 
sentence there refers to the CA, and not to the certificate, right? if 
so, then what are valid states for the CA?

I would say "California". I have an image of this dialog,

that shows the details that are being displayed to the user. "L=", 
"ST=" and "C=" seems to mean location, state and country.

"State" is not really applicable in Sweden, e.g. Stockholm is not a 
state, so in our help file we mention country instead of state as an 
example of the details displayed.
