  In the article about the new "Lakes" district manager Paul Hokeness, 
he describes the Park Board as being "set up in three districts that 
operate as self contained park systems ".  I asked during OPEN TIME at 
the MPRB a few months ago just how these independent but interdependent 
districts would be allocated funding and where enterprise revenues from 
their districts might be spent and was never given an answer.  After 
reading the budget book for 2005 I found that the new district managers 
were being paid for out of the recreation budget and though they will 
be overseeing forestry, maintenance, administration and a variety of 
other details those budgets were not tapped for a part of their salary. 
 If the General Manager for Operations can have a portion of his salary 
paid out of the equipment budget I do not think that the recreation 
budget should take the full hit for the 3 new district managers ( who 
are each paid about the same amount as 3 starting arborists, which 
could have been 9 more people working on the dutch elm problem).  The 
reorganization the MPRB is undergoing is far from complete and I am 
looking forward to hearing just how all the details and dollars are 
allocated.  Hopefully there will be reports on this as the year 
progresses.

I hate to rain on the parade, but ... 

MPRB recently added 3 new managers making a combined total of nearly 
$300,000/yr (add 30% for
bennies).  Most folks support the reorg of MPRB but what is an organization 
with a shrinking
budget and stark service cuts doing creating a new layer of management?

In the meantime, budgeteted frontline staff positions are being left open by 
attrition leaving
maintenance people wondering how they'll get the docks out.  And forestry crews 
will be putting in
10 hour days 6 days a week.

[Mpls] Reminder: 8th Ward candidate forum is Thursday

It's not the first, but it might be your last chance if you're an 8th 
Ward DFL delegate to figure out which candidate to support.

The new 8th Ward straddles I-35W, so Southside Pride and the Southwest 
Journal — community papers on either side of the concrete divide — will 
co-sponsor a City Council DFL candidate's forum Thursday, April 21, 
7-9:30 p.m. at the Phelps Park Center, East 39th Street & Park Avenue.

Only the 5 candidates seeking DFL endorsement will participate in the 
question-and-answer session. That's because the party's 8th Ward 
endorsing convention is Saturday, April 30.

A 9-9:30 p.m. informal discussion is open to any 8th Ward Council 
candidate.

The event should be of special interest to the ward's DFL delegates, 
but anyone is welcome to attend and ask questions.

The papers plan a nonpartisan candidate forum closer to the Sept. 13 
primary.

i would say if teams are not playing there then the price is too high,
no matter what Dan Gladden says.  Baseball camps are different from
wanting to use the field for a game.

Greetings,

 

My name is Dan Webster, and I'm a delegate for the DFL party for this
election year.  I'm a rookie
in this process.

 

There are a great many questions I have, but today I'm asking about a
particular situation.  I've
been told that Nieman Fields at Fort Snelling are financially
struggling, and that the costs for
implementing and maintaining those fields exceed the returns.

 

I'm looking for a way to make those fields somewhat profitable for the
city.

 

Having been a minor league baseball player, and still a good talent on
any amateur level, I play
in three separate metro area baseball leagues--accounting for over 50
teams.

I've learned from each of these leagues' commissioners a few things, as
well as having
observations of my own.

 

First, the baseball fields at Nieman were laid-out wrong from an
architectural perspective, as any
baseball and liability insurance agent will tell you, home plate on any
adult fast pitch field
needs to be on the south side of the field--preferably the southwest
corner.  Major League
Baseball has performed many studies and concluded this is very
necessary.

 

Virtually every baseball player I've spoken with has iterated my
sentiments:  That those fields,
as they stand, can not be considered a first choice for field usage,
especially the west-facing
field.  We all love the care that those fields are given--it's just when
a pitcher is throwing 80
to 90 MPH, and all you see is a silhouette between the hours of 6pm and
sundown--that's dangerous!

 

What players are looking for in that facility are that the fields be
reconfigured to have home
plate on the south ends of the field (SW and SE corners would be
acceptable).

Next, we wouldn't mind seeing advertising on the fences or on permenant
structures there to help
augment costs.  After speaking with some of the soccer players and
softball players that use the
complex, it was overwhelming as to accepting advertising to help defray
costs.  

 

If it means changing the zoning of that facility to keep it a Mpls
property, but different from
other parks--where we would not like to see any advertising at all--that
would be great.

 

This way, Nieman could start becoming self-sustaining financially, while
more money could go
toward the other parks and their needs.

 

Not really knowing the process of getting this implemented, I just
wanted to bring it to your
attention.

 

If you want, I can even draw up an architectural concept--as I'm always
drawing stadiums (yes,
I've even drawn up a very real stadium plan for the Twins).

 

I've been involved with my good friend John Munger in helping with the
City of Lakes Loppet, and
I've seen where having these advertising partnerships are beneficial for
everyone involved.

 

I ran a company that saw a sport (Ultimate Frisbee) go from a few
participants to 10,000
participants over 30 years, and having no advertising help, become a
sport with over 100,000
participants with advertising help, in just the three years I ran the
company.  It does work, and
everyone benefits.  I wouldn't suggest it if there was any realm of
failure to it.

OK, I can see why not managing to come up with an endorsement would be
a bad thing, but if you're going to endorse more than one candidate,
why bother?  Is party discipline worth nothing?  Compare the success
at the federal level of the Republican party.  They've gotten to the
top and stayed there by party discipline.  If you buck the party, they
kick your butt.  Why would becoming less disciplined be a good thing
for a poitical party to do?

In a closed session on Friday, the City Council agreed to file a 
lawsuit against Time Warner, owner of the city's cable franchise. The 
lawsuit is in response to the media company's refusal to dedicate 25 
percent of the city's channel capacity for public access use.

COUNCIL APPROVES HENNEPIN THEATERS DEAL
On a 9-2 vote, the City Council on Friday approved a controversial 
agreement that would turn over management of its three downtown 
theaters to a group controlled by media giant Clear Channel.

WALKER LIBRARY WILL FIX ROOF
The Walker Library will finally get a chance to patch its leaky roof, 
though it may still face the wrecker's ball.

[mpls] MPRB highlights from 4-6-05 Part 2

 Commissioner Young would like to amend the agenda to include a  Bryn 
Mawr discussion.  There is some squabbling over the new rules which do 
not allow this and it became a study item as did the MPRB master plan.  
She also would like to add DeLaSalle  and Commissioner Olson says that 
is already being handled by himself and the Superintendent.

4.1  Staff and the Friends of the Wildflower Gardens make a 
presentation on the upgrade to an area in the bird sanctuary in the 
Eloise Butler Wildflower Gardens and Bird Sanctuary for which the 
Friend's are providing the money for the materials.

4.2  A presentation is given about the new light fixtures to be 
installed by public works along the Grand Rounds parkways ( about 100 
lights per year, of a total 2343, and parts from the replaced lights 
will be used to extend the life of those remaining)  The lights will be 
funded in 3 parts $6000 apiece installation and $1200 per fixture by 
public works and $600 per fixture by the MPRB (and why they could not 
find an acceptable $1200 fixture that would have cost the MPRB nothing 
was never addressed which would have been nice).

4.3  Retention of URS to provide consulting services for the Edgewater 
Park Master Plan Implementation, for a fee not to exceed $112,075.00

Discussion of Bryn Mawr and Bassett Creek Valley master Plan
Commissioner Erwin said he knows of at least 4 plans for the area and 
could we have a review at some point to see how or if the plans fit 
together.
Commissioner Mason asked that if a discussion is to be held during the 
next meeting that the neighborhood be invited.
Commissioner Young asks that receipt of the letters at least be sent.

The discussion then moves on to a Master Plan for the entire MPRB 
system.
Commissioner Erwin makes a motion for a sub-committee to be formed to 
work on the MPRB Master Plan
Then the discussion turns to whether it should be a sub committee or 
special committee or a working group..

Regular Meeting called back into session at 7:10 pm.
The agenda is amended to include a discussion of some police incidents 
specifically Hidden Beach and appointing members to the Master Plan 
group.  Commissioners Young and Berry Graves asked why the need for 
satellite offices in Longfellow and Wirth House as the new headquarters 
was suppose to centralize staff and now they want to create field 
offices.  The superintendent was asked to bring information about this 
to the next meeting and he requested it come before the board during 
the first meeting in May.

A motion passed, 7 for 2 against ( Fine and Dziedzic) to suspend the 
rules to add the Hidden Beach and Master Plan items to the agenda.

Superintendent's Report
  Superintendent Gurban noted that with the loss of Teen Teamworks 
funding and money from the Youth Coordinating Board for Phat Summer 
that MPRB summer youth employment took a $200,000 hit.
Commissioner Hauser was willing to give up her travel allowance  and 
Commissioner Mason asked about using money from the Innovation Fund
( what is the deal with that fund??  does it or does it not exist and 
what are the rules for its use?? it's a half million dollars that is 
just hovering around and the public is curious)
Commissioner Mason also asked why she is no longer receiving the MPRB 
police statistics that used to come with the superintendent's 
predecessors reports?  She would like it back.  Whenever there was a 
significant incident in a park the commissioner for that district was 
notified and that has also stopped happening, and she heard from either 
the press or the neighbors for the last 2 happenings in her district.

Superintendent Gurban then made a fiery statement regarding how safe 
our parks are and that to his knowledge no changes have been made and 
recommended a Public Safety report from the Park Police Chief.

GM Siggelkow reported that the MPRB was open for golf
GM Schmidt reported on Earth Day, Saturday April 23rd ( check 
minneapolisparks.org for a site near you) and about the $60,000 from 
the Twins and another $20,000 from them for field improvements ($80,000 
total GO TWINS)

The MPRB paid some bills and the vote on the Sea Salt concessions at 
Minnehaha Park passed with Mason voting NO and Berry Graves and Young 
Abstaining

Report on Summer Lunch Programs by District Manager Jon Oyanagi, River 
District manager
  Due to changes in the MPS food distribution system the school lunch 
program was suspended after the summer of 2003.This was due to a 
change in how the meals were delivered and the extra costs associated 
with that ( early openings, transportation, refrigerated storage needed 
etc...) This led to a decrease in number of children coming to the 
facilities where the free lunches had been offered.  Though the MPRB 
would like to offer the lunches again the issue of how to get the food 
from the MPS facility to the parks was discussed and suggestions ( have 
the Park Police deliver or maybe ask M

I remember from the last legislative session a controversy when Otto  was 
confronted by the GLBT community regarding her vote for the Bachmann  
amendment. 
One can only speculate that Otto was under pressure from her swing  district 
to vote for it. Otto was elected on the slimmest of margins (remember  her 
campaign lit that had her male opponent in a tutu)and in fact lost  re-election 
to 
the same opponent by another slim margin.

As others have noted, the Persons campaign was better organized, Remington 
campaign had more passion.  What happened to Bernard?!?

Given the fact that who ever gets the endorsement is probably the election 
winner, no endorsement was the way to go.  With 3 viable candidates it doesn't 
make sense to essentially allow 150 people to decide the 10th ward council 
member.  Also let's face it, its not like one of the Bush twins was waiting in 
the wings, republican endorsement in hand, ready to start running against the 
DFL endorsed candidate.

Now we can spend the summer listening to the candidates, seeing who really has 
well thought out ideas, won't wilt under the spotlight, raise cash, basically 
show they have what it takes to be a council member.

Finally, although Remington had the more passionate supporters (youngest too!) 
he might be caught in that 10th Ward trap where about 40-44% of the 10 Ward 
electrate can be considered very progressive.  Unfortunately for them you need 
50 percent of the vote to win and they may find it very hard to win against a 
more centrist candidate (See Ritchie v. McDonald or Kress v. Niziolek).  Given 
the fact that he might have a hard time raising $$$ and his responses to 
questions tend to drift toward buzz word-ville, I predict RR might do well in 
the primary but lose big to either Persons or Bernard in the general election.
