We deal with this in our iPXE Anywhere solution (that we sell, but that is not the point, iPXE can be used freely as well) by looking at the UUID, MAC and Serial (as iPXE knows the serial which ConfigMgr doesn't). We did look at the MAC range but found that it was not usable depending on how the MAC's had been assigned to some vendors equipment. So it might work for some, but it wasn't a golden solution hence we went with the serial approach which have worked great for all dongles and manufactures. For the techies; iPXE can read anything from SMBIOS so its easy to make much better decisions in scenarios where USB and docks are being used.
