How to know MySQL instance(all daemons) really startup?

Hi, all mysql team

As we know, use safe_mysqld or mysql.server
we can startup Mysql instance.
But how can i know when all the mysqld daemons 
really startup except use command ps?

How to restore all databases in one instance?

Hi, all
As we know, we can backup all dbs in one instance 
using mysqldump --alldatabases  all_db.sql,
so can we restore all of these dbs from all_db.sql in one time? 
Mysql  client  program mysql can only restore one database 
per time---mysql sample_db  sample_db.sql.

Thanks for your former help. Here is another question:
As MySQL support multiple instances, each instance will
run with different socket file and tcp/unix port number.
I want to know when using MySQL client programs like
mysqladmin to connect different instances, are both
socket file and port number parameter necessary(without any
Option file)?
For example:

we have 2 instances running on one machine

Instance West runs with /var/lib/mysql/west.sock and port: 3307
Instance East runs with /var/lib/mysql/east.sock and port: 3308


So if we want to connect to instance East using mysqladmin,
is following safety enough (not specify port number)?
 /usr/bin/mysqladmin -u root -p -S /var/lib/mysql/east.sock status

In addition, how about with C API like mysql_real_connect()?

how to setup multiple servers not multiple instances in
one server.
BTW, can you tell me can different mysql instances 
share one dictionary --mysql database?
